Housing Needed for Flood-Impacted Montana Families
HELENA – With colder weather here, the Montana Department of Commerce has issued a request for temporary housing in flood-impacted counties for families whose homes still need habitability repairs.
Data from the Federal Emergency Management Agency (FEMA) indicated that as of October 19, more than 300 families self-reported their homes still needed repairs to make them fit to live in following the June flooding disaster in southcentral Montana.
“Many of these families are currently staying in trailers, RVs, or mobile homes without adequate protection from the cold, or have opted to continue living in their damaged homes with conditions that may be increasingly unsafe as inclement weather sets in,” said Cheryl Cohen, Montana Housing Administrator at the Montana Department of Commerce. “We’re asking landlords and short-term rental operators who have a dwelling unit in any of the flood-impacted counties, or closely adjacent communities, who are willing to accept rental applications from flood-impacted families for temporary housing placement to contact us.”
Dwelling units include multifamily rental units, single-family homes, winter-ready mobile homes, and/or short-term vacation rentals. Landlords and short-term rental operators who have units available should email [email protected] with the following information:

Montana Housing will compile all responses and disseminate to local community recovery leads and disaster housing case managers. These local providers may contact landlords/short-term rental operators with information about families they are working with and collaborate on potential next steps. The property owner’s contact information will not be disseminated directly to flood-impacted families.
Families receiving FEMA Individual Assistance may be eligible for housing cost assistance from FEMA at the federal U.S. Department of Housing and Urban Development Fair Market Rents:

The State of Montana continues to work with local jurisdictions impacted by the June 2022 flooding event in identifying and removing debris that is a threat to public health and safety or poses a threat to downstream infrastructure in future flood events.

While those efforts continue, the “Large Woody Debris Fact Sheet” discusses the benefits of leaving some types of woody debris in the waterways.

Stillwater County continues to work with MT Disaster and Emergency Services and FEMA to survey debris sites and identify debris that will need to be removed.

Montana Eastern Region Hazard Mitigation Plan Public Input Survey
The State of Montana Disaster and Emergency Services (MT DES) is coordinating the creation of a new Regional Hazard Mitigation Plan that will encompass all counties, municipalities, and tribal nations in the Eastern Region of Montana. The Regional Plans will build off existing local hazard mitigation plans in the Region and be developed in accordance with the Disaster Mitigation Act of 2000 and Regional Resilience Toolkit planning guidance.

The Regional Hazard Mitigation Plan analyzes each county, municipality and Tribe's vulnerabilities to natural and human-caused hazards and identifies mitigation actions that can be taken to minimize property damage and improve life safety prior to a hazard event.

The purpose of this survey is to collect information from the public and stakeholders to better understand the vulnerabilities within the Eastern Region as well as solicit input on needs to best mitigate, or reduce, the impacts of hazards before they occur. The feedback will be shared with local planning committees to inform the planning process.

Stillwater County Needs Assessment Survey for the June 2022 Flooding Event

At this time in the recent flooding disaster, we are moving into the long-term recovery phase. What that means for those of you affected by the flooding event is that we continue to look for the resources to assist you with remaining unmet needs you may have. We are working on getting grants for case managers resource managers and construction consultants to help close the gap on remaining needs as well as grants to help with resources. We need some specific information in order to get this set up.

Disaster Recovery Centers in the following locations can help with applications and provide face-to-face information and guidance about disaster assistance:

The end of the individual assistance application period and the closure of DRCs does not mean the end of assistance to Montanans.

The State of Montana and Montana Disaster & Emergency Services will also continue to provide valuable resources to survivors at floodrecovery.mt.gov. This page is devoted to state resources currently available to survivors and will be where future endeavors are announced.

Those who have applied for assistance through FEMA, should update FEMA with any changes to the situation by visiting disasterassistance.gov, calling 800-621-3362 or by using the FEMA mobile app.

As of Aug. 22:

FEMA has approved over $2.4 million in assistance to individuals and households.

The U.S. Small Business Administration (SBA) has approved more than $8.9 million in disaster loans for homeowners, renters, and businesses.

The National Flood Insurance Program has received 105 claims and paid $4.2 million.

Long-term, low-interest disaster loans for homeowners, renters, businesses, and nonprofits from the U.S. Small Business Administration (SBA) may be available to cover losses not fully compensated by insurance or other sources.
Homeowners and renters should submit an SBA disaster loan application even if they are not sure they will need or want a loan. If SBA cannot approve your application, in most cases you will be referred to FEMA’s Other Needs Assistance program for possible additional assistance.
Aug. 29, 2022 is the deadline to apply to the SBA for physical property damage. The deadline to apply for economic injury is March 30, 2023.
SBA is operating Business Recovery Centers (BRC) where applicants can meet with SBA representatives and get help applying for any of SBA’s low-interest disaster loans. BRCs are open in the following locations:

Park County: Gardiner Community Center, 208 W. Main St. Gardiner, MT 59030. Open 9 a.m. to 6 p.m. Monday – Friday.

Park County: Livingston Area Chamber of Commerce and Visitor Center, 303 East Park St. Livingston, MT 59047. Open 9 a.m. to 6 p.m. Monday – Friday.

Park County: Super 8 Motel by Wyndham, Conference Center, 303 East Main St., Cooke City, MT 59020. Open 9 a.m. to 6 p.m. Monday – Friday. (This location will close August 23 at 6 p.m.)

Two Weeks Left to Apply for FEMA Individual Assistance

Keep in Touch with FEMA
Survivors who applied for assistance from FEMA need to stay in touch with the agency to update application details with any new information.
It is critical to keep FEMA advised. Missing or outdated material could delay FEMA’s ability to render a decision. Information that needs to be updated may include:
 Your current housing situation, phone number or mailing address.
 Adding or removing the name of a person designated to speak for you.
 Adding or changing names of household members and number of people living in the home.
 Changes in your application for FEMA help.
 Correcting or verifying home and property damage.
 Updating your payment preference.
The easiest way to provide missing or new information is to create an account at DisasterAssistance.gov. For help creating or accessing an account, call the Internet Help Desk, 24 hours a day, 7 days a week, at 800-745-0243.
When contacting FEMA, be sure to refer to the application number you were issued when you applied. This number is included in all correspondence you get from FEMA.
It is important to read and follow up with any communication from FEMA. You may have to log into your account on DisasterAssistance.gov or call the helpline at 800-621-3362 to keep the application process moving. You should also keep your contact information updated with a current address and phone number to ensure FEMA can reach you with new information or questions.
