Mental health providers across Ohio are already stretched thin- and unpredictable insurance clawbacks are pushing some practices to the brink. We cannot build a stronger behavioral health system while allowing providers to face massive retroactive repayment demands months or years after services were delivered in good faith. SB 162 is a step toward fairness, transparency, and stability for the professionals keeping our communities afloat. As we kick off Pride Month, we wanted to celebrate our LGBTQ social workers whose work has paved the way for us!

Jim Toy, MSW (1930–2022) was a pioneering social worker and lifelong advocate for LGBTQ+ rights at both the state and national levels. Jim was raised in Granville, Ohio, and graduated from Denison University with a BA in Music and French. In 1970, he became the first known person to publicly come out as gay in Michigan, helping spark visibility and activism. He co-founded the Detroit and Ann Arbor Gay Liberation Fronts and helped create the first government-issued Gay Pride Week proclamation in the U.S.

He used his fearlessness and hope for a better community as founding member of the Washtenaw County LGBT Retirement Center Task Force, PFLAG/Ann Arbor, GLSEN/Ann Arbor-Ypsilanti Area, Washtenaw Rainbow Action Project (WRAP), Transgender Advocacy Project (TAP), American Friends Service Committee (AFSC) Inclusive Justice Program, Washtenaw Faith Action Network, Ypsilanti Human Rights PAC, Ypsilanti Rainbow Neighbors, and the Out Loud Chorus.

Widely honored for his impact, his legacy lives on through awards, community organizations named after him, and ongoing social justice work inspired by his activism.

URGENT: Ohio lawmakers are attempting to fast-track dangerous Medicaid prior authorization expansions and other negative changes for behavioral health services by amending HB 795 into SB 315 and sending it to Governor DeWine before summer break. If passed, social workers and behavioral health providers could be forced to get insurance approval before providing therapy and other services to Medicaid clients- creating delays, barriers to care, and more administrative burden during a workforce crisis. As we approach the 2026 Midterm Elections in November, we want to inform our members of the roles and responsibilities of members of the State of Ohio Government.

The Ohio Treasurer is the State of Ohio's Chief Financial Officer. The treasurer's office manages state money and acts as the state's banker. The office manages state investment portfolios to secure taxpayer dollars while generating revenue. The treasurer is also the custodian for hundreds of billions in assets, including the state's public pension fund and the Bureau of Workers' Compensation.

Treasurer Robert Sprague's tenure will end January 2027. He is currently campaigning to be elected as our next Secretary of State.

HB 795 could significantly impact behavioral health care access across Ohio. The proposed legislation would require prior authorization for all therapeutic behavioral health services provided through Medicaid managed care plans, creating new administrative barriers, delays in care, and additional strain on an already overwhelmed workforce. NASW Ohio is urging social workers, providers, and community members to contact legislators and members of the House and Senate Medicaid Committees to share concerns about the impact this bill could have on Medicaid clients and behavioral health providers across the state.
