Council votes to reject Term Sheet

At a continued special meeting this morning (January 28, 2023), the Concord City Council, sitting as the Local Reuse Authority, rejected the Concord First Partners, LLC (CFP) Term Sheet to develop the former Concord Naval Weapons Station and directed staff to let the Exclusive Negotiating Agreement with CFP expire on Jan. 31, 2023.

After Council questions of CFP and staff, the action was taken on a 3-2 vote (Hoffmeister, Nakamura and Obringer – for; Aliano and Birsan – against).

Mayor Laura Hoffmeister asked staff to determine the next steps for the Base Reuse project, and staff will return to Council with recommendations in the coming weeks.

Concord City Council Selects Master Developer for Base Reuse Project
Exclusive Negotiating Agreement Approved

Concord, Calif. (Oct. 27, 2021) -- The Concord City Council sitting as the Local Reuse Authority approved the Exclusive Negotiating Agreement with Concord First Partners, LLC, making them the new master developer for Concord’s Base Reuse Project.

In a unanimous vote just after midnight on Oct. 27, the Council approved the agreement, which lays out the terms and timeframes that the parties will abide by in this process as they work toward developing the project’s specific plan.

“The City of Concord has been working for 15 years to bring jobs and affordable housing to Concord through the development of this land,” said Mayor Tim McGallian. “It’s an exciting project that holds a lot of promise for our region.”

Following two hours of public comment, the Council directed City staff to finalize the agreement with the Concord First team, a development group comprised of Discovery Builders, Lewis Concord Member, LLC and California Capital and Investment Group.

In the next phase of the development process, Concord First Partners will prepare conceptual land and financial plans to support the proposed “term sheet,” a document that establishes procedures and standards for the negotiation and drafting of a comprehensive proposed Disposition and Development Agreement. The City Council/Local Reuse Authority is expected to consider these plans and the proposed term sheet in a public meeting in the spring of 2022.

At its meeting on Tuesday, Oct. 26, the Concord City Council/Local Reuse Authority will consider the Concord First Partners, LLC exclusive negotiating agreement (ENA) for the base reuse project at the former Concord Naval Weapons Station.

The staff report and agenda packet for this item are now available on the Concord Reuse Project website.

At a special meeting on Aug. 21, 2021, the Council, sitting as the Local Reuse Authority, directed staff to negotiate an ENA with Concord First Partners, LLC. The ENA provides the terms and timeframes under which the parties will pursue the implementation of the Community Reuse Project.

Concord First Partners LLC selected as CNWS Master Developer

At their special meeting on Saturday, August 21, 2021 the Concord City Council selected Concord First Partners LLC (the Discovery/Seeno Companies, Lewis Communities, and California Capital Investment Group) team as the next Master Developer for the Reuse Project at the former Concord Naval Weapons Station.

The selection of the team directs city staff to work with them on the negotiation of an Exclusive Negotiating Agreement and Term Sheet which will need to be considered and accepted by the City Council later this year.

Progress and status reports on Reuse Project next steps will be made to the City Council and public on a regular basis.

Study Session/Public Meeting on use of Coast Guard Site

The City of Concord will hold a public meeting on Wednesday, June 23, 2021 at 6:00 pm to consider the preliminary concepts for the redevelopment and/or renovation of the former Coast Guard housing site. See the full announcement below for more information.

Although the Concord Reuse Project no longer includes the Coast Guard Site, the City wanted to make stakeholders and other interested parties aware of this upcoming public meeting.

The City Council of the City of Concord will hold a study session/public meeting by teleconference/electronically on Wednesday, June 23, 2021 at 6:00 pm (or as soon thereafter as the matter can be heard) to consider the preliminary concepts for the redevelopment and/or renovation of the former Coast Guard housing site (“Coast Guard Site”) consisting of 286 housing units (duplex and multi-family units) on a 59-acre site at 3295 Haleakala Street. The General Plan designation is Military (M); Zoning classification is PQP (Public Quasi Public). CEQA: Not a “project” under CEQA Guidelines Section 15378 and Public Resources Code 21065; in the alternative, if deemed a “project,” exempt pursuant to Section 15061(b)(3).

As of June 4, 2021, the Coast Guard Site is now under private ownership. The purpose of the meeting is to conduct a study session, to understand the preliminary renovation concepts proposed by the applicant for the site, as well as the prior redevelopment concepts in the draft Concord Reuse Project Specific Plan for the Coast Guard Site and other potential concepts, and provide the applicant with feedback on their preliminary application. A decision will not be rendered on the project that evening, rather input/feedback will be forwarded to the applicant and staff for consideration at a later date.
