Pioneer Trails Regional Planning Commission Pioneer Trails RPC is one of nineteen Regional Planning Commissions across the State of Missouri.

PTRPC efforts include GIS Mapping, Economic Devlopment, Homeland Security, Transportation Plng for counties in west-central MO. The Pioneer Trails Regional Planning Commission (PTRPC) was officially established under the Regional Planning and Community Development Act of 1966 as Show-Me Regional Planning Commission and was re-established as PTRPC in 2002. As one of nineteen regional planning commi

ssions throughout the State of Missouri, PTRPC serves Johnson, Pettis, Lafayette and Saline counties with nearly 150,000 residents. With an office location in Concordia, Missouri, centrally located in the region between Kansas City and Colombia, PTRPC provides technical planning expertise to West-Central Missouri region. Since its inception, PTRPC has provided professional planning services and technical assistance to its members through community-based planning efforts, regional collaboration, cooperation and coordination between the public and private sectors, and pursued economic development opportunities. PTRPC provides planning assistance in a number of initiatives, such as:

- Grant Writing and Administration

- Community and Economic Development
- Environmental Services
- Transportation Planning
- Program Administration
- Regional Workshops

PTRPC works closely with federal and state agencies to carry out tasks at the regional and local level. PTRPC has several departments that deal with various planning aspects in the region including Region F Solid Waste Management District, Region-A Homeland Security Oversight Committee, Transportation Planning, Economic Development and Planning, and Geographic Information Development (GIS). PTRPC is governed by a board of directors that is comprised of representatives from member counties and communities, the private sector and various other stakeholder organizations.

Federal officials have confirmed highly pathogenic avian influenza in a commercial chicken flock in Stoddard County, Missouri. Poultry producers should prevent contact between their birds and wild birds, and report sick birds or an unusual increase in death loss to a local veterinarian or the state veterinarian’s office at the Missouri Department of Agriculture at (573) 751-3377. Fortunately, this represents no threat to human health.

Under the supervision of the executive director, the Community Development Planner is responsible for the day-to day operation and coordination of planning efforts related to state and federal grant applications and administration, Comprehensive Economic Development Strategies involving the Pioneer Trails Regional Planning Commission.

Responsibilities performed on a daily and/or weekly basis include:

Provide information and programs on current Economic Development and Infrastructure issues facing local governments;
Analysis and research on various state and federal opportunities;
Develops and implements local training sessions to avail federal, and state opportunities concerning economic development;
Seek and secure funding for meeting economic development needs of the region;
Develops training presentations, programs and seminars concerning economic development opportunities in the region;
Serve as a liaison between Pioneer Trails Regional Planning Commission, state, federal and local governments working on economic development, and infrastructure issues;
Research funding opportunities for a monthly service bulletin;
Provide administrative support to Pioneer Trails Regional Planning Commission creating materials required to ensure productive meetings;
Implement existing state and federal grant projects;
Prepare progress reports for state and federal grant programs;
Performance of any other tasks assigned.
This job description is a general description of essential job functions. It is not intended as an employment contract, nor is it intended to describe all duties someone in this position may perform. All employees of the Pioneer Trails Regional Planning Commission are expected to perform tasks as assigned by executive director.

A bachelor’s degree from an accredited college or university with a major emphasis in public administration, community development or related fields is preferred but not required. One year of relevant experience may be substituted for each year of preferred education. Applicant must possess strong writing skills, an eye for detail, and the ability to plan and coordinate. A strong interest in community and economic development issues, an ability to work well with people and excellent communication skills. Applicant must be self-motivated, knowledgeable about environmental issues, have a working knowledge of the Pioneer Trails Region and an ability to work independently. Proficiency in Microsoft Office applications is required. Preference will be given to applicants with direct, recent, verifiable experience in project planning and administration. Must possess the ability to work well with co-workers, commissioners and the desire to work in a team atmosphere. Must possess a valid driver’s license.

Constant use of hands and arms to type and write in order to complete necessary paperwork. Must be able to drive and/or ride long distance; nighttime driving is necessary. Must be able to converse in English by phone and in person with the public. Diction must be clear and audible for presentations. Must be able to sit long periods of time. Must be able to lift boxes and displays weighing approximately 15-30 pounds. Must be able to kneel to go through files in lower level cabinets. Must be able to visit various municipalities throughout the region. Must be able to travel overnight alone.

Federal officials have confirmed highly pathogenic avian influenza in a commercial chicken flock in Stoddard County, Missouri. Poultry producers should prevent contact between their birds and wild birds, and report sick birds or an unusual increase in death loss to a local veterinarian or the state veterinarian’s office at the Missouri Department of Agriculture at (573) 751-3377.
