LEPC EXERCISE FOCUSES ON FLOODING

The Putnam County Local Emergency Planning Committee conducted a functional exercise Friday as part of the committee’s 2026 focus on flooding.

In partnership with the Tennessee National Guard 1-111th Medevac Unit, Putnam County Rescue Squad, and local emergency services, teams trained in hoist operations from water at Monterey’s Meadow Creek Park. The exercise simulated rescuers making access to a victim stranded in floodwaters and utilizing the National Guard’s UH-60 Blackhawk helicopters and personnel to hoist victims from the water utilizing a basket.

Rescue Squad Deputy Chief Jason Dyer, who oversees the Squad’s Special Operations Rescue Teams, commented on the importance of the joint training exercise. “We are grateful for the National Guard’s desire to train with local agencies and give our rescuers exposure to working in the challenging environment beneath the rotor wash of a hovering Blackhawk. Everyone involved did a great job.”

LEPC chairman Bryant Swallows, of the Algood Police Department, expressed his appreciation for those involved, “We want to express our sincerest appreciation to Rafferty Cleary and the Town of Monterey, TN for allowing us to use Meadow Creek Park, and all the agencies and responders who participated today.” He continued, “We are also very thankful to the Tennessee Army National Guard for their diligence every day and especially their willingness to participate today.”

The LEPC meets monthly to prepare and plan for any hazards that could impact Putnam County. Each year LEPC develops a focus area and works throughout the year to enhance community awareness and emergency response plans.

* At 559 PM CDT, Doppler radar indicated thunderstorms producing
heavy rain across the warned area. Between 1 and 2 inches of rain
have fallen. The expected rainfall rate is 1 to 3 inches in 1
hour. Additional rainfall amounts of 1 to 2 inches are possible in
the warned area. Flash flooding is ongoing or expected to begin
shortly.

HAZARD...Flash flooding caused by thunderstorms.

SOURCE...Radar.

IMPACT...Flash flooding of small creeks and streams, urban
areas, highways, streets and underpasses as well as
other poor drainage and low-lying areas.

* WHAT...Flooding caused by excessive rainfall is expected.

* WHERE...A portion of Middle Tennessee, including the following
counties, Jackson, Overton and Putnam.

* WHEN...Until 830 PM CDT.

* IMPACTS...Minor flooding in low-lying and poor drainage areas.

* ADDITIONAL DETAILS...
- At 539 PM CDT, Doppler radar indicated heavy rain due to
thunderstorms. Minor flooding is ongoing or expected to begin
shortly in the advisory area. Between 1 and 2 inches of rain
have fallen.
- Additional rainfall amounts up to 1 inch are expected over
the area. This additional rain will result in minor flooding.
- Some locations that will experience flooding include...

A complex of thunderstorms will move into the northwest part of the area tomorrow morning and work southeast into the early afternoon. There is some uncertainty on how widespread this activity will be. Additional thunderstorms may develop west of I-65 during the afternoon and evening but confidence is low on this. Gusty winds will be possible with any thunderstorms along with heavy rain.
