FOLSOM – California Department of Corrections and Rehabilitation officials are investigating the death of an incarcerated person at California State Prison, Sacramento (SAC) as a homicide.
On Aug. 18, 2026, at approximately 9:30 a.m., staff saw incarcerated person Julio Caesar Madrigal, 36, striking Incarcerated Person Danny Aguilar, 47. Staff ordered all incarcerated people in the area to get down. Madrigal failed to comply and custody staff fired two less-lethal rounds at him to quell the attack.
Staff immediately began life-saving measures on Aguilar as they transferred him to the prison’s triage and treatment area. Officers activated 911. At approximately 10 a.m., a physician pronounced Aguilar deceased. No staff injuries were reported.
Madrigal was restrained and remains in restricted housing pending an investigation by the SAC Investigative Services Unit and the Sacramento County District Attorney’s Office. An improvised weapon was found at the scene and Facility C has been placed on modified program. The Office of the Inspector General has been notified.
Aguilar was received from Los Angeles County on Oct. 26, 2006. He was sentenced to life without the possibility of parole.
Madrigal was most recently received from Tulare County on June 9, 2022 after being sentenced to life with the possibility of parole for first-degree murder, a second-strike offense.

On Aug. 11, 2026, at approximately 2 p.m., staff were alerted to an unresponsive incarcerated person in their cell. Staff found Walter Badelle unconscious and initiated lifesaving measures and activated 911. Outside medical ambulance staff declared Badelle deceased at 2:51 p.m.

Badelle’s cellmate, Jonathan Blackwell, was placed in handcuffs and removed from the cell. Blackwell has been placed in restricted housing pending an investigation by SAC Investigative Services Unit and the Sacramento County District Attorney’s Office. The Office of the Inspector General has been notified.

Badelle, 37, was received from Los Angeles County on July 10, 2008. He was sentenced to 25 years for second-degree robbery with enhancements under the Street Gang Act and use of a firearm. While incarcerated, he was sentenced by Los Angeles County on Jan. 7, 2026 to an additional two years and eight months for manufacture of a deadly weapon by a prisoner.

Blackwell, 45, was received from Los Angeles County on May 26, 2010. He was sentenced to life without the possibility of parole for first-degree murder.

SAC opened in 1986 and houses more than 2,200 medium-, maximum- and high-security incarcerated persons. SAC offers academic classes and vocational programs and employs approximately 1,500 people

Kern Valley State Prison Officials Investigating Death of Incarcerated Person as a Homicide
DELANO – California Department of Corrections and Rehabilitation officials are investigating the death of an incarcerated person at Kern Valley State Prison (KVSP) as a homicide.
On July 11, 2026, at approximately 10:20 a.m. custody staff members saw two incarcerated people fighting in their cell. Staff sounded an alarm and ordered Jovanny Mendez BD1745 and Sergio Villalobos AU3293 to get down. Mendez failed to comply and staff used pepper spray to quell the attack.
Officers activated 911 and staff continued life-saving measures on Villalobos as they transferred him to the prison’s triage and treatment area. Subsequently, paramedics arrived and pronounced Villalobos deceased at 10:55 a.m.
Mendez was restrained, removed from the cell and remains in restricted housing pending an investigation by the KVSP Investigative Services Unit and the Kern County District Attorney’s Office. Two incarcerated-persons manufactured weapons were found at the scene. The Office of the Inspector General has been notified.
Villalobos, 41, was most recently received from Los Angeles County on Aug. 18, 2014. He was sentenced to life with the possibility of parole for first-degree murder.
Mendez, 39, was most recently received from Orange County on May 24, 2017. He was sentenced to 14 years for assault with a firearm and a use of firearm enhancement

Condemned incarcerated person Michael A. Jackson passed away on June 6, 2026, at the age of 72 while serving a death sentence under the California Department of Corrections and Rehabilitation (CDCR). He was pronounced dead at approximately 4:25 p.m. at an outside medical facility while housed at the California Institution for Men (CIM) in Chino.
Case Background

The Escalation: Officer Wrede broke free and ran back to his patrol vehicle to radio for backup. Jackson pursued him, opened the passenger door of the police cruiser, and yanked out the officer's departmental shotgun along with the locking rack it was attached to.
The Shooting: Officer Wrede drew his service revolver, and the two men pointed fi****ms at each other over the roof of the police vehicle. When Wrede lowered his weapon as he moved to navigate around the car, Jackson raised the shotgun, aimed, and shot the officer multiple times, killing him.
Jackson was arrested immediately at the scene and admitted to consuming P*P-laced ci******es prior to the violence. Though his defense attorneys argued that extreme intoxication limited his legal culpability, a jury found him fully responsible and sentenced him to death.

Richard R. Ramirez, a 66-year-old condemned inmate in California, died on May 24, 2026 while incarcerated at the California Health Care Facility (CHCF) in Stockton.
He was pronounced deceased at an outside medical facility, and the San Joaquin County Coroner is tasked with determining his official cause of death.
Case Details
Sentencing & Crimes: Ramirez was received by the California Department of Corrections and Rehabilitation (CDCR) from Orange County on August 15, 1985. He was placed on condemned status following a conviction for first-degree murder during the commission of r**e and so**my, along with an enhancement for using a firearm.
The Victim: His sentence stemmed from the November 21, 1983 assault and murder of 22-year-old Kimberly Gonsalez behind a bar in Santa Ana. He was formally sentenced to death by Judge Donald A. McCartin on August 8, 1985.
