Media Release: Detectives Seeking Additional Victims in S*x Abuse Case

On May 16, 2026, Washington County Sheriff’s Office (WCSO) detectives began investigating a sexual assault case involving 53-year-old Jacob Joaquin Mandes. Sr. Detectives with the Astoria Police Department reached out after getting information that Mandes admitted to a family member that he had sexually assaulted a child in Cornelius.

WCSO Violent Crimes Unit detectives developed probable cause to arrest Mandes for numerous crimes that occurred over the past 10 years. Working with Astoria Police, the Clatsop County Sheriff’s Office, and the Columbia County Sheriff’s Office, detectives had Mandes arrested the same day the report was made. On May 20, a Washington County grand jury then indicted Mandes for the following crimes:

• R**e in the first degree (2 counts)
• So**my in the first degree (2 counts)
• So**my in the second degree (2 counts)
• Unlawful sexual pe*******on in the second degree (2 counts)
• S*xual abuse in the second degree (11 counts)

A Washington County judge ordered Mandes held without the possibility of release while the case is pending. Additional charges are possible as the case continues.

Based on the investigation to date, detectives believe there may be additional victims. Mandes has lived or worked in Washington, Columbia, and Clatsop counties in the past. His address history includes Cornelius, Hillsboro, Astoria, and Vernonia.

Saturday was a special day in Cornelius.

First responders from across Washington County joined the Laurelwoods community to celebrate a big milestone for 4-year-old Rowan McCain, who recently completed 797 days of treatment and beat leukemia.

When Cornelius Police Chief Mitch Coley and Cornelius Fire Chief David Morris learned Rowan’s family hoped to celebrate with a first responder drive-by parade, they quickly connected with partner agencies to help make it happen.

Rowan had the chance to explore patrol vehicles, climb inside a fire truck, and meet Washington County Sheriff’s Office Deputy Partain and K9 Trace.

Chief Coley shared, “One Team. No Seam. That motto represents the partnership between police, fire, and the Cornelius community. Different agencies. Different uniforms. One mission. Supporting and protecting the community together.”

Thank you to the Forest Grove Police Department, Washington County Sheriff’s Office Patrol, Civil, and K9 teams, Cornelius Fire Department, and Cornelius Police Department for helping celebrate Rowan and his family.

Deputies are seeking help finding Fynn Priest, 9, of Cornelius. Fynn was last seen on the evening of May 4, 2026, at 6:00 p.m. near the 200 block of N 14th Avenue in Cornelius. Fynn is 4’ tall and approximately 45 lbs with brown eyes and curly brown hair.

Fynn was last seen wearing a blue t-shirt and black shorts, with red Spider-Man shoes.

The Forest Grove Police Department is seeking the public's assistance in locating Joyanna Martin, 23, who was reported missing by her family on Sunday, April 26.

Joyanna was last seen around 11 p.m. on April 25 at her residence on Lavina Drive in Forest Grove.

Joyanna is approximately 5'6" tall, 160 lbs, with darker skin, brown eyes, and black hair.

It is unknown what she was wearing at the time.

Joyanna has cognitive impairments that may affect her ability to articulate details about herself.

She is familiar with Tri-Met, but does not have her bus pass with her.

Late Wednesday evening, several callers reported hearing a woman’s voice calling for help from a wetland area in Mariposa Park in Cornelius. Cornelius Police Department deputies, assisted by a Sheriff’s Office drone unit, began searching the area for the woman.

The woman was located using the drone, and deputies safely escorted her out of the dense overgrowth. The woman, exploring the park, became lost and was unable to find her way out in the dark.

Thankfully, she was found safe.

Active Incident:

Cornelius Police and Sheriff's Office deputies are responding to an assault with a weapon involving a firearm near the 900 block of S 4th Street in Cornelius. One person has been transported to the hospital, and detectives from the Sheriff's Office Violent Crimes Unit (VCU) are investigating.

This is an active investigation, and information is limited. Detectives believe they have accounted for all involved, and there is no danger to the public.

Media Release Update: Deputies Locate Missing Person

Ryah Jones has been located in Hillsboro.

On Monday, March 31, 2026, family members of 22-year-old Ryah Jones reported her missing and shared concerns for her safety with responding Sheriff’s Office deputies.

Deputies contacted the Sheriff's Office Search and Rescue (SAR) team for assistance. Security camera footage showed Ryah leaving the family home on foot and heading East on NW Verboort Road at about 10:50 a.m. Due to this being a sparsely populated area of unincorporated Washington County, there was limited available security video.

SAR coordinators contacted additional search teams from Clackamas, Multnomah, Yamhill, and Marion counties, the Hillsboro Police Department, Portland Mountain Rescue, Hood River SAR, and Mountain Wave SAR. The Sheriff’s Office SAR team coordinated cadet ground searchers, drone searches, and the airplane over miles of fields, roads, and waterways in the area and continued throughout the night.

Additionally, the Sheriff’s Office requested tips from the community, which yielded numerous calls to dispatch. Callers provided helpful information and dashcam footage, narrowing the timeline.

This morning, a tip was called in reporting a possible sighting of Ryah. Deputies followed the tip and located Ryah near the Hillsboro Public Library, Shute Park.

The Sheriff's Office would like to thank all the agencies that participated in the search for Ryah, especially the community members who called in tips and provided video.

SAR is an essential function of the Sheriff’s Office, comprised of deputy coordinators and youth cadets. SAR equips cadets, ages 14 to 17, with essential life skills and provides unique insights into career fields such as law enforcement, search and rescue, and emergency medical services. Missing Person Alert: Ryah Naomi Jones

Deputies are seeking help finding Ryah Naomi Jones, 22, of unincorporated Forest Grove. Jones was last seen on the morning of March 30, 2026, at 10:50 a.m. near 39675 NW Verboort Road. Jones is 5’ 05” tall and approximately 130 lbs. Jones was last seen wearing a dark jacket and shorts, carrying her black-and-red Pikachu backpack. Jones is not familiar with public transportation and does not have a phone. She has a cognitive impairment that makes her seem younger than she is, and she may not talk to strangers.

Deputies are also seeking dashcam video that was recording along NW Verboort Road near the intersection of NW Visitation Road at about 10:50 a.m., either East or Westbound.

Earlier this month, Dogwood Park was vandalized twice when a vehicle drove onto the field.

This field is one of our community’s most-used spaces during the summer for birthdays, gatherings, and sports.

Because of the damage:
🚧 Repairs are estimated at $2,500+
🚧 The field is now closed for summer reservations
🚧 It may take over six months to fully restore, with reservations expected to return in late fall

Our parks are shared spaces for everyone to enjoy. Damage like this affects families, events, and the community as a whole.

Media Release: Detectives Seeking Additional Victims in S*xual Assault Investigation

In December 2025, detectives with the Washington County Sheriff’s Office Violent Crimes Unit began an investigation when Vancouver Police Department detectives notified them of a sexual assault. The victim reported to the medical staff at a Vancouver hospital that the sexual assault took place in Washington County.

Detectives learned the male suspect messaged the victim through the social media app, Snapchat, and began inappropriate contact. The man convinced the victim to meet in-person, and so he drove to Vancouver, Washington, to pick them up. The suspect drove the victim to Cornelius, Oregon, on December 24, 2025, and sexually assaulted them. The child victim also reported that the man gave them alcohol, ma*****na, and other intoxicants during the interaction.

On January 26, 2026, detectives located and arrested 21-year-old Alexis Jovanny Leyva-Lopez of Cornelius and lodged him in the Washington County Jail. On Friday, January 30th, a Washington County Grand Jury indicted Leyva-Lopez on the following charges:

• R**e in the first degree - three counts
• R**e in the second degree – three counts
• So**my in the first degree – three counts
• So**my in the second degree – three counts
• S*xual abuse in the first degree – six counts
• Strangulation

Detectives are concerned that there are additional victims. If you are a victim or have additional information, contact the Sheriff’s Office Investigations Division at 503-846-2500 and reference case number 50-25-18247.
