On Wednesday February 5th, Joe gave testimony in Albany to the Joint Legislative Public Hearing on the 2025 Executive Budget Proposal: Mental Hygiene (Health). Staying true to his campaign promise to make mental health a priority on his Steuben County Legislative campaign platform, and with loving dedication to our son Matthew, Joe spoke to his work to revise the bill from 2024 (the creation of the Rural Su***de Prevention Council) stating the veto by the Honorable Governor Kathy Hochul was actually a good thing! This bill, now s3610, sponsored by Senator Helming, will be a revision and put forth once again for vote by the Senate, Assembly, and hopefully signed by the Governor.

Greetings, Corning-Painted Post Community! I am Kelley Bacalles and I would like to share a little bit about myself, my educational and leadership background and also ask for your support as I run for re-election for the Corning-Painted Post School Board. I've been fortunate to have experience as a teacher or administrator at the Elementary, Middle, High School, and District level.

I grew up in Elmira, NY, and have lived in Corning for the past 12 years. I am a proud educator of 22 years, my husband, George was a teacher in the Corning-Painted Post District for 17 years and is currently serving as the Vice Principal at Horseheads High School. We have a 5-year old who will be attending Kindergarten in the district in the fall.

I have experience at all levels of education and have learned the value of each aspect of educational programming. I taught middle school Spanish for 6 years at Horseheads Middle School before going to GST BOCES where I worked for 9 years. There I held different positions in technology, curriculum, STEM Education, and also served as an Assistant Principal in the Career and Technical Education Program. During that time, I taught Spanish online through Corning Community College to high school aged students and adults. I am currently working in the Elmira City School District as the proud Principal of T. K. Beecher Elementary where I have served for 5 years. Over the past 6 years I have enjoyed being on the Corning-Painted Post Board of Education. I recently completed teaching a graduate level course called School Improvement to future administrators through SUNY Brockport.

I am passionate about helping others and supporting my fellow educators. I was the recipient of the Equity Catalyst Award through the Office of Racial Equality and Social Unity (ORESU) in 2022, I am a member of the Recruiting Team at ECSD, the Regional Equity Network of Educators (RENE), and the Professional Development Committee. On the Corning-Painted Post School Board, I also serve on the Policy Committee.

It has been an honor to have served for the past 6 years on the Board of Education, and look forward to being able to serve our community for the next three years.

A message to the City of Corning……….THANK YOU!!

It is with much joy and gratitude that I write this as your newly elected Steuben County Legislator. This victory would not have been possible without your trust, faith, and dedication. I am truly honored to have been chosen to represent our community, and I want to assure you that I will work tirelessly to serve your interests and make a positive impact. I am committed to upholding the values and ideals that we all hold dear, and I will strive to be accessible, transparent, and accountable throughout my term.

I would also like to express my gratitude to my campaign team, volunteers, and supporters who worked tirelessly and were by my side throughout the campaign. This victory was not won by me, rather, it was won by us!! Your dedication and belief in our vision was a huge key to this victory. Together, we have proven that by working collaboratively, we can achieve great things.

I also want to commend my opponent, Alison Hunt, for running a hard fought campaign. I know she worked very hard throughout these last few months. We both had the same goal throughout our campaigns and that was to make Corning a better place to live.

Mayor Boland’s Endorsement of Joe Tobia

It has been a privilege to be involved in supporting Joe Tobia’s candidacy for Steuben County Legislature to represent the City of Corning. I am honored to endorse him.

Prior to the campaign, I knew Joe primarily by the strength of his reputation in the community. Through working with Joe, I have come to regard him as one of the finest people I have ever known. He is authentic, compassionate, fair, engaged, kind, hardworking and open to the views of others.

At every turn along the campaign trail, I learned more and more how much and why Joe is genuinely “beloved” by so many in our community. There aren’t many people you can say that about. Joe’s one.

Joe is a combination of gentle soul and fierce advocate for those things he holds as important. His life story as a special education teacher, high school and elementary school principal, coach, husband, father and grandfather is one of unrelenting positivity and consistently high achievement in everything he touches. All these things speak of Joe’s openness to and success with people in a variety of circumstances and situations. Simply said, Joe brings out the best in people and gets things done working with them and for them. Those qualities and life skills will make him a highly effective and impactful representative in the Steuben County Legislature.

The inspiration Joe has been to the kids and parents he has served over his career in education and coaching is summed up by one of the student-athletes he coached on the 1990 New York State Championship Team, Dominic DiNardo, himself now a coach for 20+ years. In Dom’s words, “I would run through a brick wall for Joe Tobia.”

There is another thing I would like to address. I am supporting Joe in favor of his opponent, who I appointed two times as my Deputy Mayor. Nothing in my endorsement of Joe should be taken as diminishing her capability or a future career she seeks in politics. Rather, my endorsement of Joe’s candidacy answers a single and otherwise uncomplicated question that has always guided me in who earns my vote, “Who will represent me and my community best?” The answer, for me, is clear. That person is Joe.

And lastly, until very recently, when Joe’s opponent chose negativity in a “rush to judgement” and inaccurate way, both candidates have conducted themselves honorably, positively and respectfully. With that single unfortunate blemish, this race has been a model to emulate for future candidates. The candidates worked hard to meet and hear voters, the campaigns were well organized and effectively presented to the voters, and the debate focused on issues. There is much to be proud of for both of the candidates. I would ask the voters of Corning to recognize and honor the commitment these two competitors have shown to present the voters with a full and clear choice by going to the polls tomorrow and cast your vote. If you haven’t yet made a plan to vote, please consider doing that.

This is why I love Corning so much! People like Mike and Kathy Rossettie exemplify the wonderful people of this community! As hard working, committed , generous, and family-oriented people, they grew up in Corning and decided to raise their family here, like many of us did. I was very lucky to have their amazing daughters attend East High…….they were some of East Highs finest!! It’s people like the Rossettie Family that make us all want to live here! Thank you Kathy and Mike for the kind words and support you have given me!! It really means a lot to me!!
