The Village’s contracted assessor, Associated Appraisal, is currently working through a revaluation of all properties within the Village. State law requires municipalities to maintain property assessments within 10% of full market value (90%–110%). If assessments fall outside this range, the municipality must bring them back into compliance within five years. Failure to do so results in the Wisconsin Department of Revenue stepping in to complete the revaluation—often at a significantly higher cost to the community.
The Village’s last revaluation was completed on January 1, 2020. In 2023, the Village’s assessed values dropped below the State’s mandated threshold of 90%. The Village’s assessed values are currently estimated to be approximately 70% of fair market value.
Revaluations can raise a lot of questions. Let’s clear things up with a few common myths vs. facts about the process.
Myth 1: Assessors raise property value to collect more taxes for the municipality.
Fact 1: Revaluation of assessed values cannot be used to increase or decrease taxes collected by the municipality.
Myth 2: Assessed values only go up, they never go down.
Fact 2: Assessed values following a revaluation tend to follow market values, which could include decreases.
Myth 3: The Assessor didn’t visit my house. They don’t know the condition of my property.
Fact 3: Assessors have a database of every property that is updated regularly through permits, sales, and reviewing property periodically.
Myth 4: Assessed values can only be changed every five to ten years.
Fact 4: The Village of Cottage Grove does a full revaluation every several years to make sure property values are fair and equitable.
Myth 5: My neighbor’s house is the same as mine, but I am assessed more.
Fact 5: Each property is unique. Location, age, square footage, and quality of finishes help determine higher or lower assessment.
