He keeps denign authority over pots of money...
There are pots available in this county for these services. These families need; KSSP, Prevention funds can be used. I am glad that you are seeing to prevent is where a money should be spent. It prevents future problems that cost taxpayers a lot more.

In some jurisdictions provide the same services without requiring dependency. For example, relatives could receive:
a dedicated social worker,
legal representation or funded legal assistance,
home study coordination,
case management,
and financial support,
while the case remains outside juvenile dependency if that better fits the circumstances...
Now how about that audit of the child welfare, health and human services machine?? Is the county in compliance with state law?? You keep saying you don't have jurisdiction over the courts, but you have jurisdiction over shasta county employees. It is county council, who represents the COUNTY against parents. It is a county run program!! All those money pots... these families could fall into prevention services funds, often victim witness funds.
The very least assign a social worker and an attorney to help them through the adoption process. That's real prevention!
KSSP funds come into this county, but are given to the child welfare system.This county program is not serving families as it should. How about investigate where that money is going, When it should be helping these families. It's going into the child welfare system and getting swallowed. All this help is funded by the state, it is up to the county to spend it appropriately!
Child welfare swallows the funds and doesn't offer the services; prevention or kssp.
Do the work. Where are these funds going? Why are they not supporting these families?? Let's have that discussion.
