I want to take a moment to explain my “no” vote this past Wednesday regarding the Johnson’s Pond project.

I had asked GZA for background on how they arrived at the numbers presented. I didn’t receive that information until 4:05 PM, while I was still at work, with the meeting and vote scheduled for 5:15 PM.

That simply wasn’t enough time for me to properly review and educate myself on the details behind a project of this scale.

When it comes to decisions involving taxpayer money, I take that responsibility very seriously. This isn’t my money to spend lightly, and I will never cast a vote if I feel I’m doing so without fully understanding what I’m approving. In that moment, I felt like I would have been voting blindly and that’s something I won’t do.

After having the opportunity to read through the information, I understand the proposal better. My vote was not about opposition to the project itself, but about making sure I could stand behind my decision with confidence.

We’re talking about $4M+ of taxpayer money, and I believe that level of investment deserves careful consideration.

I also want to acknowledge that my decision caused some frustration among other members, and for that, I do apologize.

At the end of the day, my goal is to make sure we are doing what’s best for everyone, and that every decision is made thoughtfully and responsibly.

As your neighbor and representative for District 3, I’m reaching out today to share an important opportunity for anyone looking to make a real difference here in Coventry.

We currently have a vacant seat on the Town Council for District 5, and we are looking for a community-minded resident to be appointed to fill the remainder of the term.

While this starts as an appointment, my sincere hope is that we find someone who is also willing to consider continuing their service by running in the upcoming November election. Consistency is so important for our town, and District 5 deserves a strong, dedicated voice at the table.

Serving on the Council is a unique way to give back; you get to have a direct hand in the decisions that shape our neighborhoods, our infrastructure, and our local future. I want to give everyone an update on what’s happening with the RDA right now … unfortunately, nothing.

We currently have no Voted in Chair, no Vice Chair, and no Solicitor. At least two members have asked the acting chair to call a special meeting so we can fix this and get things moving again. After days of waiting for a response, I was told we now have to wait until the Town Manager returns next week just to even discuss the possibility of scheduling that meeting.

Our end-of-March meeting was canceled because of the March 11th public meeting, and nothing is scheduled until the end of this month. At this rate, by the time a special meeting happens, it’ll already be time for the next regular meeting.

We need to put people into these roles so actual work can get done.

Nathan and I have been pushing to move things forward, but what we really need is leadership that has urgency. Someone who isn’t okay with sitting back and maintaining the status quo while nothing gets accomplished.

Here’s something most people don’t realize: Per the bylaws Angell still technically holds power of attorney over the RDA until we appoint a new solicitor and register them with the Secretary of State. Where is the urgency?!

And to be completely transparent with you all, since the March 11th public meeting, not a single thing has been communicated to the full agency about any progress happening behind the scenes … if there even has been any.

This is frustrating, and more importantly, it’s not how things should be operating.

Shocking, I know.

Tonight I received an email from our acting RDA chair, Chris Schuler, welcoming our newest RDA member on. But something about the email immediately stood out to me.

He stated that the new member would be using the email RDA6, the seat he was replacing was RDA4. That might sound minor, but for anyone familiar with how our boards and agencies work, it raises a serious red flag.

When a new member joins an agency or council in Coventry, they are assigned the same email account used by the member they are replacing. The reason for this is simple: nothing in that account should ever be deleted. The full history stays there so the incoming member can review past communications, understand ongoing issues, and maintain transparency in government. Not even our past council president’s email was replaced - it was passed to the next district four representative.

The new member on the RDA is replacing Mr. Brennan. Under normal practice, they should have received the existing RDA4 email account, which contains the full record of that seat’s communications. It was given to him initially and then stripped away. 

The acting chair requested that IT remove the new members access to Mr. Brennan’s old email account entirely and create a brand new account - RDA6 - an email that has never existed before in the history of any Coventry board or council.

So naturally, this raises a very serious question. Why?

There are really only two possibilities. 1.) Mr. Brennan contacted Mr. Schuler in a panic and did not want the contents of that email account to ever become public or 2.) Mr. Schuler himself is involved in those communications and did not want them accessible.

What I know for a fact is that those emails include communications with Steven Angell.

If there is nothing to hide, then why go to such lengths to remove the record entirely?

I immediately forwarded this information to members of the Town Council and shared my grave concerns, because this is not acceptable and it is not transparent government.

This is exactly the type of behavior I have been warning about. And once again, we appear to be adding another person to the growing list of individuals trying to protect Steven Angell.

Our residents deserve answers.

I want to share some transparency with residents regarding the upcoming public meeting, and also explain my frustration so you understand where I’m coming from.

Yesterday I received a message from a resident asking me to confirm the date of the next public meeting. She shared a screenshot of an email she received around 2PM stating the meeting would be held March 11 from 6–8 PM at the middle school (sent by GZA on behalf of the town). This was the first I had heard of it.

I immediately reached out to other members and GZA to confirm whether the date and time had been finalized and why this hadn’t been reviewed or discussed with agency members beforehand because I had not been aware that anything had been scheduled.

I very much want to be present at this meeting. Unfortunately, without advance notice, I may not be able to adjust my work schedule on short notice. What’s more concerning is that the meeting information appears to have been shared publicly before all agency members were informed (ie. me 😒).

The last update I had received was during the January meeting stating that a venue had not yet been finalized. We were hoping the high school could accommodate us. I had not heard anything further, and it now appears the location has shifted to the middle school.

I understand the RDA is often described as “not run by the town but by the state,” but that doesn’t mean communication and basic courtesy shouldn’t exist among members. I fully recognize that GZA and legal likely had to coordinate schedules. The same consideration should be extended to the volunteers serving on the agency. It is frustrating and honestly embarrassing to learn about a meeting from residents when I should be able to answer their questions directly.

This also highlights a bigger issue. Volunteer boards rely on people giving their time to serve the community. When communication breaks down or members aren’t included in key decisions, it discourages participation and contributes to why many people hesitate to volunteer in the first place.

I remain committed to being collaborative and engaged, and to advocating for transparency and communication. My goal is always to keep residents informed and represented even when the process isn’t perfect.

I’m happy to be here if I’m going to be allowed to help, but I’m not going to spend time that could be with my kids just to fill a seat so we have enough members to allow the show to go on.

I was asked by a resident for an update from legal on what’s been going on with the pond - and this is what I was sent from Attorney Tim Eskey:

Johnson’s Pond Legal Matters – Background and Status as of February 2026

On June 28, 2024, the Rhode Island Superior Court (Judge Licht) entered an order (“Condemnation Order”) approving the Town’s taking ownership of Johnson’s Pond, its dam, and associated property (“Pond and Dam”) by condemnation. In so doing, Judge Licht accepted the public purposes of the taking (recreational access to and use of the Pond, environmental protection, and public safety) and accepted deposit by the Town of estimated just compensation to the former Pond and Dam owners in the amount of $157,000. The Town thus became the legal owner of the Pond and Dam in June 2024.

The Town’s June 2024 taking started a one-year clock within which the former owners of the Pond and Dam (Soscia Holdings, LLC, Boating at Johnson’s Pond, LLC, Waterfront at Johnson’s Pond, LLC, Common Area at Johnson’s Pond, LLC, Structures at Johnson’s Pond, LLC, and Land at Johnson’s Pond, LLC – collectively, “Soscia”) had to petition the Rhode Island Superior Court in order to request an award of just compensation in an amount greater than $157,000. Soscia did not do that. Instead, in June 2025, Soscia filed a multipronged lawsuit in the Rhode Island federal court against the Town of Coventry and Town officials (“Town”) attacking the validity of the condemnation and seeking an award of just compensation from the federal court. The Town, in turn, filed papers in the pre-existing state court condemnation case asking the state court to enter a judgment in favor of the Town or to schedule a trial on just compensation in the state court.

Much of what has occurred on the legal front since Soscia filed in federal court and the Town filed in state court has been a series of vigorously contested motions and actions by the parties concerning which court (state or federal) ought to decide the claims and issues in dispute (including just compensation), and in what order. Currently, it is expected that both state and federal courts will be hearing and ruling on critical points in those threshold matters by March or April 2026. Depending on those rulings (which will merit a further, significant status update), discovery and trial proceedings to determine the substance of the parties’ claims (including just compensation) will follow.

In the meantime, the Town, independent of the legal proceedings, continues to move forward through the Council and the Town’s Redevelopment Agency in developing a plan to implement the public purposes of the taking (recreational access to and use of the Pond, environmental protection, and public safety).
