🚧 ROAD OILING NOTICE 🚧

Weather permitting, Covington Township will be laying dust control oil on Township roads on Monday, June 8th and Tuesday, June 9th.

🛠️ **East Creek Road Notice**
East Creek Road is scheduled for **Tar & Chip treatment later this season** (date to be determined). Dust control oil will be applied first as part of the preparation process. Additional information will be provided once the Tar & Chip schedule has been finalized.

📌 Important Reminders:

• If you would like oil applied in front of your property, please clearly mark the area with a flag or post that can be seen from the truck. Paint markings are not acceptable as they can wash away with rain. If an area is not clearly marked, the driver may apply oil where visible and not necessarily where intended.

• Oil cannot be shared between neighbors. If one property owner declines oil, it cannot be transferred to another property.

• Please allow adequate drying time before driving on freshly oiled roads. Minimum drying time is approximately 2 hours, though conditions may vary.

• If you see the oil truck and are able to safely turn around and take an alternate route, please do so. Traffic on freshly oiled roads can tear up the surface before it has had time to properly dry. If you must travel behind the truck, drive slowly and avoid turning your tires whenever possible.

• The Township is not responsible for any oil that gets on vehicles. If oil does get on your vehicle, Mineral Spirits (available at Tractor Supply, Walmart, and other retailers) can be used to remove it without damaging the paint.

• The Township does not oil driveways or private roads. Residents may contact Midland Asphalt directly regarding private driveway or road applications; however, the Township cannot guarantee service.

• Please refrain from tearing up the road after dust oil has been applied. Dust oil is laid several weeks prior to tar and chip operations, and damage to the road surface during this time can affect the final result.

🚫 Please note that certain roads will not receive oil this year due to previous tar and chip treatments.

ATTENTION COVINGTON TOWNSHIP RESIDENTS:

Weather permitting Road Oil will start to be laid within the first couple weeks of June 2026. The company will not do driveways.

The Township will provide 150ft in front of a permanent full-time residence, within 100ft of roadway with no tree coverage.
If you would like to purchase any extra, please contact the office to get on the list. All monies are required prior to 6/8/26 to be accepted on the list. The cost for extra oil is $175.00 for an extra 100ft - $262.00 for an extra 150ft - $350.00 for an extra 200ft. (essentially it is $1.75 per foot).

Residents are encouraged to bring acceptable items for disposal during this time. This is a great opportunity to get rid of unwanted household items and help keep our community clean and beautiful!

The Township understands and appreciates the concerns that have been raised regarding the data center ordinance. Public input is an important part of the process, and those perspectives were carefully considered during the development of the ordinance.

Under the Pennsylvania Municipalities Planning Code (MPC), municipalities are required to adopt zoning regulations that provide for all legitimate land uses. Section 603 of the MPC (53 P.S. § 10603) establishes that zoning ordinances may not be exclusionary, meaning a municipality cannot completely prohibit a lawful use throughout the entire Township.

Pennsylvania courts have further clarified this requirement in cases such as the Girsh Appeal and Surrick v. Zoning Hearing Board, which confirm that municipalities must allow for legitimate uses to exist somewhere within their boundaries.

While the Township cannot entirely exclude a lawful use, the MPC does allow municipalities to regulate where and how such uses occur. The adopted ordinance reflects this authority by limiting data centers to appropriate zoning districts and including standards intended to address impacts such as traffic, noise, and compatibility with surrounding land uses.

For those who wish to review the applicable law directly, the Pennsylvania Municipalities Planning Code is publicly available through the Pennsylvania General Assembly website.

The Township remains committed to balancing compliance with state law while addressing the concerns of its residents to the greatest extent permitted.

🚧 Now Hiring – Part-Time Road Employee 🚧

Covington Township is currently accepting applications for a part-time road employee, with the potential for full-time hours during the spring, summer and fall months.

Requirements:

- Must be 18 years of age or older
- Valid driver’s license required
- CDL not required, but is a plus
- Heavy equipment experience not necessary (training can be provided)

⚠️ Please note: This position can be manual labor intensive and requires working outdoors in various weather conditions.

Covington Township has approved an additional third-party agency to assist with building code enforcement and floodplain administration.

Residents and contractors may now choose between ERB Inspections and Code Assessment Professionals for Uniform Construction Code (UCC) permits, inspections, and certificates of occupancy for most projects.

Please note: Any project located within a designated floodplain must be handled by Code Assessment Professionals, the Township’s appointed floodplain administrator.

As a reminder, all required Township approvals (such as zoning and sewage) must be obtained prior to the issuance of any building permit.

Covington Township Update

At a recent meeting, the Board of Supervisors adopted a zoning ordinance amendment addressing data centers, server farms, and cryptocurrency mining facilities.

This ordinance does not mean a project is being proposed. Instead, it ensures that if one is ever proposed in the future, the Township has strict regulations in place to protect residents and infrastructure.

The ordinance:

Limits these uses to the Light Industrial District only
Requires Conditional Use approval
Establishes standards for noise, setbacks, water usage, electrical demand, and public safety
Includes requirements for emergency services coordination and site decommissioning

A copy of the ordinance is available at the Township Building during normal business hours.
