Today, we pause to honor and remember the brave men and women who made the ultimate sacrifice in service to our country. Memorial Day is more than a long weekend, it is a time to reflect on the courage, dedication, and selflessness of those who gave their lives defending our freedoms. Their sacrifice will never be forgotten.

We invite our community to join us today for the Memorial Day Parade as we come together to honor our fallen heroes.

The parade will step off at 2:00 p.m., traveling:
• North on Madison Avenue
• West on 19th Street
• North on Holman Avenue
• West on 13th Street

The parade will conclude at the Historic Linden Grove Cemetery & Arboretum.

We hope to see you there as we remember the true meaning of Memorial Day.

The body of Murry (Alexis) Foust has been located in Wilder by an independently organized search party.

We extend our deepest condolences to the Foust family and their loved ones during this difficult time and ask that their privacy be respected as they grieve.

The Covington Police Department is investigating alongside the Wilder Police Department. At this time, there are no indications of foul play. The official cause and manner of death will be determined by the Campbell County Coroner’s Office.

We want to thank EquuSearch Midwest, Boone County Water Rescue, the Wilder Police Department, Northern Kentucky University, and all community members who assisted us in this lengthy investigation.

Detectives have identified Franklin Smith, 44, of Cincinnati, as the suspect wanted in connection with the May 17, 2026, shooting at Hat Tricks Bar.

Smith has a sleeve tattoo on his left arm and should be considered armed and dangerous. If you see him, call 911 immediately. Do not approach him.

Anyone with information on Smith’s whereabouts is urged to contact detectives at 859-292-2234 or submit an anonymous tip to Cincinnati/NKY Crime Stoppers at 513-352-3040. A cash reward is being offered for information leading to his arrest.

A shooting investigation is underway at Hat Trick's Bar in the 900 block of Madison Ave. One adult male was shot and taken to UC Hospital in critical condition. Residents and businesses in the area, please check any security camera footage for any video that may help the investigation. As National Police Week comes to a close, the Covington Police Department would like to take a moment to honor the brave men and women of law enforcement, past and present! We especially honor and remember those who made the ultimate sacrifice in service to their communities and this profession.

Throughout the week, members of the Covington Police Department Honor Guard and Motor Unit had the privilege of participating in several memorial events across the Tri-State area, as well as in Washington, D.C., standing alongside agencies from across the nation to pay tribute to our fallen heroes.

Police Week serves as a reminder of the dedication, courage, and commitment displayed by officers every day. We are grateful for the opportunity to honor the legacy of those who came before us, support the families and agencies who carry their memory forward, and recognize the sacrifices made by law enforcement officers everywhere.

Please continue to keep the families of fallen officers, and all those who serve, in your thoughts and prayers.

If you live in the areas shown on the attached maps, please check any home or business surveillance cameras you may have. Even small details could be important.

Please review footage from your cameras (streets, driveways, sidewalks, alleys). We are looking for any footage from April 27 between 5:45 pm and 6:15 pm.

We are saddened to share that the 13-year-old victim from the shooting on April 25 has died. We extend our deepest condolences to his family. Due to his age, his identity will not be released.

Ryan Cupp remains in custody, and the investigation is ongoing. The Kenton County Commonwealth’s Attorney’s Office has advised that his charges will be upgraded to Wanton Murder at a preliminary hearing on May 6.

Just after 6:00 p.m. today, 18-year-old Ryan Cupp of Independence turned himself in and is being held at the Kenton County Detention Center. A warrant for his arrest was issued over the weekend. Cupp is charged with First-Degree Assault in the shooting of a 13-year-old male, who remains hospitalized in critical condition.

We thank the members of the public who provided information, as well as our partners at the Independence and Cincinnati Police Departments for their assistance.

Special thanks to our Patrol Bureau, Criminal Investigation Division, Forensics Unit, D-Team, and CLIU, whose tireless work over the weekend led to the successful resolution of this case.
