Chief Smith is receiving his National Emergency Management Basic Academy certificate from the Chief Regional Coordinator, Jonathan Simmons, Virginia Department of Emergency Management.

Chief Smith completed the National Emergency Management Basic Academy on April 16th, which he started in January, 2025. The Basic Academy consists of 5 classroom courses, totaling 3 weeks (15 days, 120 hours) of learning, and is the essential program for individuals committed to emergency management.

Similar to basic academies operated by the fire service and law enforcement communities, the National Emergency Management Basic Academy provides students with a broad foundation in emergency management policy and practice.

Chief Smith is one of only a handful of law enforcement officers designated as the emergency manager for their locality in the Commonwealth of Virginia.

Four years ago today, we lost a true hero — an officer who served with courage, integrity, and an unwavering commitment to protecting others.

Though time has passed, the impact you made on your community, your colleagues, and your loved ones remains as strong as ever.

Your dedication, kindness, and bravery continue to inspire us every day.

We honor your memory not only in words, but in the way we strive to live — with the same selflessness and heart you showed in your service.

You may be gone from our sight, but you will never be gone from our hearts.

Thank you for your sacrifice. We will carry your legacy forward, always, “1257” you will never be forgotten.

January marks Sergeant Chris Spraker's 5th year with the City of Covington Police Division. He was one of the first officers in our division that Chief Smith hired and sent through the regional academy.

He has grown over the last five years and has learned how to manage the difficult job police officers face today. His subsequent career phase will be learning how to lead others and shape the future of this division. We want to thank Sgt. Spraker for his dedication to our community and this division.
