The standard for testing new notaries in Louisiana prepares them for these tasks. A Civil Law Notary Public is authorized to draft and pass many different acts, including but not limited to Wills, Trusts, Powers of Attorney, Real Estate Transfers, Small Successions, Formation Documents for Corporations and Limited Liability Companies, Matrimonial Agreements, and Contracts. Bloemer was born and raised in Covington, Louisiana. She attended Covington High School and Southeastern Louisiana University. She earned her Bachelors of Arts in English with a concentration in Creative Writing in 2011. Samantha currently is enrolled in the part-time evening law program at Southern University Law Center in Baton Rouge, Louisiana, where she will earn her Juris Doctor in May of 2025.

In 2013, Samantha was commissioned as a Louisiana Civil Law Notary Public with statewide jurisdiction. She can prepare, pass, and notarize acts and documents in any Parish in the State of Louisiana.

Samantha has been employed in the legal field since 2010. She is a member of the Louisiana Notary Association, where she has served as a notary educator, 2019-2020 Education Chair, 2019-2020 Social Media Chair, 2019-2020 Publications Chair, 2019-2020 Vice President of the Board of Directors, and the 2017-2020 Northshore Shop Talk Coordinator.

Samantha formed Magnolia Notary, LLC in 2016 to provide her community with cost-effective notarial services. In 2018, Samantha began doing business as Magnolia Notary & Abstracting and started offering abstracting and title search services to her customers in addition to her notarial services. Also in 2018, Samantha and Christina Baldwin formed Covington Title, LLC, a full service real estate title agency offering title insurance and servicing all aspects of real estate transactions. Samantha is licensed by the Louisiana Department of Insurance as a title agent. She also is a National Notary Association Certified Signing Agent, a producer member of the Louisiana Land Title Association, and a member of the American Land Title Association. In her (limited!) free time, she enjoys reading, photography, and going on adventures with her three dogs, Wolfie, Harley, and Joey.
