What you need to know about "Local Delegation" and its impact in Coweta.

Not every law passed in Georgia applies to the entire state.

Some bills are **local legislation**, meaning they affect only one county, one city, or a specific local authority. These bills often address matters such as city charters, local boards, governance structures, and the organization and operation of municipalities.

Coweta County’s local delegation consists of state legislators whose districts include parts of the county.

In the Georgia House of Representatives, those members are:

* Rep. Lynn Smith (R)
* Rep. Josh Bonner (R)
* Rep. David Jenkins (R)
* Rep. Robert Dawson (D)
* Rep. Lydia Glaize (D)

Coweta is also represented in the Georgia Senate by Sen. Matt Brass (R).

When legislation affects only Coweta County or one of its cities, the rest of the Georgia House usually follows a long-standing practice called **local courtesy**.

Local courtesy means this:

* Lawmakers from other parts of the state defer to Coweta’s delegation.
* If Coweta’s delegation agrees on a local bill, it usually moves forward.
* If the delegation is divided, the bill often stalls or fails.

-- Why House District 70 Is So Influential--

House District 70 includes:

* Newnan City Center
* The largest share of the City of Newnan

Newnan is the county seat and the primary civic and administrative hub of Coweta County. Many local bills are rooted in Newnan’s governance, structure, or authorities.

Because of that geography, **the representative from District 70 is often the first voice colleagues look to** when legislation affects Newnan specifically. This is not ceremonial. It is practical.

The member representing the largest portion of the affected area typically carries the most influence when:

* Framing the issue
* Setting the delegation’s position
* Signaling whether a bill has local support

Right now, Republicans hold a **3–2 majority** in Coweta’s House delegation.

Who holds house seat 70 helps determine **who leads**, **who sets the tone**, and **whose priorities guide decisions** that shape Newnan and, by extension, Coweta County as a whole.

State Rep. Lynn Smith, R-Newnan, announced she will step down from her seat in House District 70 at the end of her current term.

Smith will close out a three-decade career in the Georgia House of Representatives.

Smith, who chairs the House Natural Resources and Environment Committee, said she is grateful for the opportunity to represent Newnan and surrounding communities for 30 years.

“I’m incredibly grateful to my friends and neighbors in Newnan and surrounding communities for letting me be their voice at the Gold Dome over these three decades,” Smith said. “It’s been such an honor to serve my constituents, and I’ve so enjoyed working with my colleagues over the years. Together, we’ve tackled some complicated issues, and I’m incredibly proud of how we’ve worked to improve Georgia’s prosperity and quality of life while also protecting the state’s beauty, history and environmental legacy. I will miss my fellow legislators, but I know they will continue to do great things for all of Georgia.”
