The Cranston Police Department is investigating a fatal motorcycle crash that occurred Monday night on Niantic Avenue near the Providence/Cranston line.

The operator, identified as 44-year-old Kou Lee of West Warwick, was transported to Rhode Island Hospital where he was later pronounced deceased.

Anyone with information or video footage is asked to contact the Cranston Police Traffic Unit.

🚨 ARREST MADE FOLLOWING THREAT INVESTIGATION & OVERNIGHT STANDOFF 🚨

The Cranston Police Department has arrested 24-year-old Devan Garcia following an investigation into threatening social media posts directed at upcoming public police events and an overnight barricade situation that concluded peacefully after extensive negotiations. 

Detectives launched an immediate investigation after alarming comments were posted on the Department’s page regarding the annual memorial ceremony honoring fallen officers and the Spring Festival. Investigators later discovered additional social media posts depicting fi****ms, loaded magazines, and threatening statements directed toward law enforcement. 

On May 14, 2026, after refusing to stop for police and striking an unmarked police vehicle head-on, Garcia fled on foot and barricaded himself inside his residence. Following more than five hours of negotiations involving Cranston Police Crisis Negotiators, a department mental health clinician, the Special Reaction Team, and assistance from the East Providence Police Department, Garcia surrendered peacefully without injury to officers, family members, or the public. 

During the investigation, officers seized multiple fi****ms, ammunition, and large-capacity magazines. Garcia is expected to face several felony charges upon release from the hospital. 

“This incident highlights the importance of taking threatening behavior and concerning social media activity seriously,” said Chief Colonel Michael J. Winquist. “Thanks to the professionalism, patience, and coordination of everyone involved, this dangerous situation was resolved peacefully.” 

The investigation remains ongoing. All suspects are presumed innocent until proven guilty in a court of law.

A Heartfelt Celebration for Cranston’s Moms! 🌸
The Cranston Police Community Outreach Division was honored to host a beautiful Mother’s Day luncheon at the Cranston Senior Center! Together with our partners at CCAP, we celebrated nearly 100 local seniors—including 70 incredible mothers, grandmothers, and great-grandmothers.From the live music to the carnations and Mother’s Day cake, it was moving to see so much joy and appreciation in the room. Moments like these remind us how important it is to cherish the moms in our lives every single day.🙌 This event wouldn't have been such a success without the incredible Cranston Senior Services staff. Thank you for your hard work, hospitality, and for everything you do to make these days special for our seniors!💰The cost of this luncheon and our other outreach events are covered by grants secured by the Outreach Division and through CPDCares, our 501(c)3 non-profit. CPDCares was founded by members of our outreach team specifically to fund philanthropic initiatives and give back to the city we serve.

Our thoughts and prayers are with Trooper Trainor’s family, friends and colleagues during this unimaginably difficult time. Rest easy, Trooper, we have the watch from here. 💙🖤
