Disaster assistance

Please see below updated information from Ethan Pitt with the Southwest Iowa Small Business Development Center.

Below is an updated (3/31) list discussing the main resources for Iowa Small Businesses combating COVID-19 impacts. Note that these programs are continuing to change and adapt:

SBA Economic Injury Disaster Loans (EIDL Program) (updated)

Low interest, long term Economic Injury Disaster Loans for up to $25k unsecured, up to $2 million secured: The first payment is deferred for 12 months. The application has been simplified and can be completed online through the improved web portal at www.sba.gov/disaster. This is an updated application process, you do not need to upload any documents through the new system.
New Component Recently Added: Applicants may now request an advance (grant) of up to $10,000 through the application portal.
The advance may be available even if an application was denied or is still pending. The advance will be forgiven.
New Applicants: Submit one application to apply for the grant funds and the loan. Click the checkbox towards the end of the application titled, "I would like to be considered for an advance of up to $10,000".
If applicants have already completed an application prior to the addition of the grant component: they need to submit a new application through the new online portal. This will not interfere with their "spot in line" or their original application, but it will make them eligible for the $10K advance.
The SBA Office of Disaster Assistance continues to urge people to apply, even if they aren’t sure they’re going to take the loan once approved (say, for example, a better solution becomes available to them).
By applying, businesses essentially "get in line" to see what they are eligible for. If approved, they'll know the amount of the loan, and then they may decide to take it or not.
Not all applicants will receive loan approval or receive the grant/advance.
EIDL will still exist even after the PPP (see below) is released.

Not yet released: Paycheck Protection Program Loans, aka "PPP" (This is completely separate from the EIDL program above.) (updated)

Not available yet. Availability anticipated soon.
This is a component of the new CARES act.
This will be a 100% loan guarantee program (essentially the 7a SBA guarantee program with added components). We do not know the full details yet.
This program will go through lending institutions . . .Not directly with the SBA like the Disaster Loan.
Applicants will need to speak with their local banks to see if the bank can facilitate PPP loans. It may be possible that not all banks will initially have the ability to facilitate these loans.
A portion of these loans may be forgiven if borrowers maintain their payrolls through the crisis or restore their payrolls afterwards.
Loans can be up to 2.5x the borrowers' average monthly payroll costs, not exceeding $10 million.
Businesses will be able to apply for both the SBA Disaster Loan (EIDL) AND the new SBA Guarantee Loans, but loan funds must be used on different expenses.
Applicants may also refinance SBA Disaster Loans into PPP Loans for loan forgiveness purposes.

Iowa Targeted Small Business Sole Operator Relief Fund (grant)

Applications will continue to be accepted until funds are exhausted.
Provide grants of between $5,000-$10,000 to sole proprietorship or single member LLC businesses that are also certified as Targeted Small Businesses (TSB) by the State of Iowa.
Businesses who are not currently certified TSBs may submit a certification application and be considered for assistance through the program.
Must be a Certified Targeted Small Business or have submitted a certification application by April 10
Targeted Small Business = businesses owned by women, individuals with minority status, service-connected disabled veterans and individuals with disabilities
Business must be in existence for 12 months prior to April 10
Must have zero employees
Application and additional information: https://www.iowaeconomicdevelopment.com/tsb
Necessary for application: 3-month income statement (P&L) Jan 2020 - March 2020, Revenues March 2019, Revenues March 2020 to date, Balance Sheet, Payroll Prior to March 17th 2020, Completed W-9 (see application)

Iowa Workforce Unemployment COVID-19 Benefits

If employees are laid off due to COVID-19 or have to stay home to self-isolate, care for family members or due to illness related to COVID-19, they can receive unemployment benefits, provided several eligibility requirements are met.
Claims that are filed and identified as a direct or indirect result of COVID-19, will not be charged to employers.

Closed: Iowa Small Business Relief Fund and Tax Deferral - no longer accepting applications

Just a reminder, these are short-term resources, and not every applicant will be approved. However, these could potentially help some of our businesses survive. Contact Ethan Pitt with questions.

Here is the injured bald eagle being released by the DNR after completing rehabilitation.

Remember our rescued bald eagle from last week? 🦅 It's completed rehabilitation at RARE group in Iowa City, and Officer Pat Jorgensen released it back into the wild this weekend!

Officer Jorgensen released the eagle on the farm where he was found, with Gary and Jill Marlow in attendance, who originally called in the injured bird.

This bald eagle was recently founded tangled up in a wire fence, so a DNR officer transported him for rehabilitation.

🦅 This weekend, DNR Officer Pat Jorgensen was called by a neighbor who found a bald eagle tangled up in a wire fence on their farm north of Vinton. When he arrived, the eagle had broken free, but could not fly. 🦅

The eagle has been transported to the Raptor Advocacy Rehabilitation & Education Center in Iowa City.

The Better Business Bureau is already reporting that government imposters are calling about COVID-19 relief. As part of the scam, callers suggest that you might qualify for a special COVID-19 government grant and that it's necessary to first verify your identity and process your request. Variations on the scheme involve contacts through text messages, social media posts, and messages.

Other twists on the scam suggest that you can get more money from the government - or get your stimulus check faster - if you share personal details and pay a small "processing fee." Don't take the bait. Stimulus checks are free money from the government. You don't need to spend money to receive your check. And there are no short-cuts - even for a fee.

The Internal Revenue Service (IRS) will deposit your check into the direct deposit account you previously provided on your tax return (or, in the alternative, send you a paper check). The IRS will not call and ask you to verify your payment details. Do not give out your bank account, debit account, or PayPal account information - even if someone claims it's necessary to get your stimulus check. It's a scam.

If you receive a call, don't engage with scammers or thieves, even if you want to tell them that you know it's a scam, or you think that you can beat them. Just hang up. If you receive texts or emails claiming that you can get your money faster by sending personal information or clicking on links, delete them. Don't click on any links in those emails.
