Flashback Friday: Members of in the Office of Social Equity were honored to attend the grand opening of SOL Potomac, a family‑owned social equity licensee(SEL) dispensary that reflects the continued progress of Maryland’s commitment to equitable economic opportunity.

This opening represents more than a new business; it highlights the impact of Maryland’s Social Equity Program and the importance of ensuring that individuals and families historically excluded from the cannabis industry have meaningful pathways to ownership and long‑term success.

We are proud to celebrate another SEL opening its doors, creating jobs, expanding access, and strengthening the economic mobility of Maryland communities. This milestone is one of many, and we look forward to supporting the continued growth of social equity businesses across the state.

Maryland Businesses! Please see this opportunity, Maryland Transportation Authority (MDTA) is accepting bids for the Demolition and Miscellaneous Marine Work contract, the second of four contracts for the reconstruction of the Francis Scott Key Bridge.

"MARYLAND TRANSPORTATION AUTHORITY OPENS BIDDING FOR DEMOLITION AND MARINE WORK AS PROGRESS CONTINUES ON KEY BRIDGE REBUILD: Today, the Maryland Transportation Authority (MDTA) announced it is accepting bids for the Demolition and Miscellaneous Marine Work contract, the second of four contracts for the reconstruction of the Francis Scott Key Bridge. The contract will be awarded through a competitive, sealed bidding process with work anticipated to begin in late 2026."

Today is Women's Equality Day, marking the certification of the 19th Amendment on August 26, 1920, which guaranteed American women the right to vote.

That fight for equality did not end at the ballot box. At the Department of Social and Economic Mobility (DoSEM), we carry it forward by helping women build ownership, wealth, and opportunity across Maryland.

Through Minority Business Enterprise (MBE) certification under DoSEM, business connections, and programs like Ready, Set, GROW!, we work to make sure women entrepreneurs have real access to state contracting and a clear path to economic mobility.

The Office of Minority Business Enterprise's federal Interim Final Rule (IFR) guidance is updated on a rolling basis at economicmobility.maryland.gov.

Questions about the Personal Narrative, the Personal Net Worth statement, NAICS code changes, or adding Airport Concession Disadvantaged Business Enterprise (ACDBE) to an existing DBE certification? Check the FAQ document first, then email OMBE if your question is not answered there.

The FAQ document is updated regularly as new questions come in from firms navigating the process, so checking back periodically is worthwhile even if you checked before.

The Maryland Department of Social and Economic Mobility proudly highlights the leadership of Tiffany Watts, our Human Resources Director, whose more than 25 years of service in Maryland State government reflect a career built on dedication, integrity, and a deep commitment to public service. Tiffany’s journey began in Baltimore through a Maryland State work‑study program at Mergenthaler Vocational‑Technical High School, an early experience that shaped her passion for serving Marylanders and supporting the State workforce.

Over the years, Tiffany has held progressively responsible HR roles across multiple State agencies, including the Comptroller of Maryland, the Department of Housing and Community Development, the Department of Natural Resources, and the Department of Service and Civic Innovation. Her expertise spans strategic human resources, talent acquisition, employee relations, workforce planning, performance management, and leadership development. Today, she brings this broad experience to DoSEM, helping strengthen our mission of expanding opportunity and economic mobility for Marylanders.

Tiffany is known for her collaborative leadership style and her unwavering belief that strong organizations are built by investing in people. She works every day to create workplaces where employees feel valued, supported, and empowered to succeed. Guided by her core principle that people matter Tiffany continues to shape a workforce rooted in fairness, dignity, and respect.

Flashback Friday: over the past few weeks, DoSEM's Office of Small, Minority & Women Business Affairs (OSBA) hosted two Doing Business with Maryland Casinos workshops, connecting small, disadvantaged, minority owned, and women owned businesses with procurement opportunities at Horseshoe Casino Baltimore on July 29 and Live! Casino & Hotel Maryland on August 4.

Certified Minority Business Enterprise (MBE), Certified Small Businesses (CSB), Veteran-Owned Small Business Enterprise(VSBE), and more were encouraged to attend both sessions, where business owners learned best practices, heard directly from local and State agencies, and connected with procurement contacts covering everything from construction and cleaning services to hotel supplies and security services.

Maryland is open for business, and we are proud to support the businesses, residents, and community that power our economy!

🗓Reminder: The Maryland Department of Social and Economic Mobility (DoSEM) will host the next Ready, Set, GROW! Procurement Connections Expo on Thursday, September 10, from 9:30 a.m. to 1 p.m. at Rocky Gap Casino Resort in Flintstone.

This free, in-person expo connects small, disadvantaged, minority-owned, women-owned, and veteran-owned businesses with the state agencies and procurement officers behind billions of dollars in annual contracting. Attendees will learn how Maryland's Minority Business Enterprise (MBE), Small Business Reserve (SBR), and Veteran-Owned Small Business Enterprise (VSBE) programs can support their growth, along with federal certifications and the Fiscal Year 2027 Procurement Forecast, which lists more than 1,300 opportunities.

Hosted in Western Maryland, the expo welcomes businesses from Garrett, Allegany, Washington, and Frederick counties, with participation open statewide.

Meet the Minority Business Enterprise Ombudsman Unit.

This unit resolves disputes between prime contractors and MBE subcontractors during contract performance and develops compliance guidance for state agencies.

Before this unit existed, MBE firms often had no direct channel to raise complaints about nonpayment or exclusion from agreed work.

Meet the Office of Social Equity, known as OSE.

OSE promotes economic opportunity and equity in Maryland's adult use cannabis market, overseeing social equity licensing, the Community Reinvestment and Repair Fund, and the Cannabis Business Assistance Fund. It is one of the three offices that make up DoSEM, focused specifically on making sure communities most affected by cannabis prohibition can share in the legal industry.

and Secretary Walter L. Simmons spent last week at the Maryland Association of Counties (MACo) Summer Conference in Ocean City, walking the exhibit floor and stopping by sessions and events alongside county leaders from across the state.

The conference is one of the biggest chances all year to connect directly with local leaders shaping Maryland's economy, and the team left with good conversations and good energy. We are excited to followup on these conversations and continue to connect with Maryland businesses, residents, and community members.
