EBT users, make sure you activate your new, more secure card when you receive it, the old ones will stop working!

Maryland is one of the first states to roll out new, more secure, “chip-and-tap” cards for Electronic Benefits Transfer (EBT) cardholders.

Any Anne Arundel County residents receiving Supplemental Nutrition Assistance Program (SNAP) benefits should activate their new card by September 30, 2026. To learn more, visit dhs.maryland.gov/ebt-updates/.

As the federal government creates new barriers to food assistance, Governor Wes Moore is committed to ensuring eligible Marylanders keep and reconnect to their benefits.

To combat the red tape imposed by this federal administration and help foster meaningful careers, the Maryland Department of Human Services has also launched an interactive tool to connect SNAP customers with workforce development partners. August 31, 2026 marks the 62nd anniversary of the Food Stamp Act of 1964, which was signed into law by President Lyndon B. Johnson as a core pillar of his "War on Poverty." The original 1964 act aimed to combine humanitarian aid with America's agricultural abundance to ensure low-income families had access to nutrition. LBJ called it “one of our most valuable weapons for the war on poverty,” and it has been one of the most effective tools for alleviating food insecurity.
The program has been substantially reshaped by Congress over the past year. Over 4 million Americans have lost their food benefits since July 2025. Adults aged 55 to 64, parents of children aged 14 to 17, veterans, and individuals experiencing homelessness must now prove at least 80 hours a month of work or volunteering to qualify. A major funding shift starting in October 2026 will strip away the traditional 50-50 federal-state administrative cost-sharing model, forcing individual states to absorb millions in new expenses to keep operating SNAP.

When SNAP is weakened, the effects reach far beyond the grocery store. When children lose SNAP benefits, they lose streamlined access to free school meals, Summer EBT and WIC. Call the Capitol Switchboard at (202) 224-3121 and tell Congress to protect SNAP.
