This week, Culpeper County's summer intern cohort visited historic Salubria to gain a deeper understanding of the history that has shaped our community. It is one more way we are helping our interns build a meaningful connection to the County they are serving this Summer.

BOARD OF SUPERVISORS SPECIAL MEETING NOTICE

The Culpeper County Board of Supervisors will hold a special called closed session meeting on Tuesday, July 14 at 2pm.

The purpose of the meeting is to discuss the consideration and deliberation on next steps for the role of County Administrator.

At yesterday's Board of Supervisors meeting, a resolution of appreciation was adopted recognizing Deputy Clerk Kim Ellis for her outstanding service to the Board.

Since joining the County in 2014, Kim has played an integral role in supporting the Board of Supervisors, County staff, and our citizens. Her professionalism, attention to detail, and commitment to public service have helped ensure the smooth operation of county government for more than a decade.

Kim will now begin a new chapter as Elections Manager with the Culpeper County Elections Office. While we are certainly sad to see her leave, we know she will continue serving the citizens of Culpeper County with the same professionalism, integrity, and dedication that have definer her career. Congratulations, Kim!

Today, Culpeper Regional Airport was honored to receive a Certificate of Appreciation from the 7-101 Heavy Lift Battalion in recognition of the airport's support of the unit's training mission during preparations for America's 250th anniversary.

Thank you to the soldiers of the 7-101st for their service and for this recognition. We are proud to support our military and honored to welcome them to Culpeper County.

County Cooling Shelters this Weekend:

16388 Competition Drive, Culpeper
Friday: 8:00 AM – 9:00 PM

The Fieldhouse will serve as a cooling shelter with air-conditioned space, seating, water fountains, and free charging for cell phones and tablets. The fee for use of the basketball courts has also been waived for the day.

During the Town of Culpeper's Fourth of July Celebration, Culpeper Emergency Services will operate a cooling and misting tent at Heritage Park from 10:00 AM until approximately 5:30 PM. Water and an opportunity to cool down will be available throughout the event.

The National Weather Service is forecasting several days of dangerous heat across Culpeper County and the surrounding region heading into the Fourth of July Weekend. Heat index values could exceed 105 degrees Thursday and Friday, with hot and humid conditions continuing through at least Monday.

Residents should also be aware of daily chances for severe thunderstorms beginning Friday and continuing through the holiday weekend. Damaging wind gusts are the primary concern, though frequent lightning and isolated stronger storms are also possible.

If you have outdoor plans for America's 250th, now is a good time to make sure you have a way to stay cool and remain weather aware. Drink plenty of water, take breaks from the heat, and keep an eye on the forecast before attending events or spending extended periods outdoors.

FY27 BUDGET PROCESS IMPROVEMENTS: TRANSPARENCY AND FISCAL RESPONSIBILITY

Last year, with the FY26 budget 2.75M was "carried over" outside of the appropriations process. This was in addition to the $286M budget and occurred without the knowledge or approval of the Board of Supervisors or the public.

When a fiscal year ends, unspent appropriations do not automatically become available in the next fiscal year. The funds should flow back into the general fund reserve. That never occurred.

Instead, roughly $2.75M was carried into FY26 without Board knowledge. This allowed millions of dollars to remain available in a new fiscal year without the elected governing body being informed or given the opportunity to approve it. This constituted an increase in local funding of 2.75M with NO PUBLIC OVERSIGHT.

For FY27, we are rebuilding and limiting our process for discretionary “carry over” such that legitimate and justifiable expenses (ongoing projects that span multiple FYs, etc.) can be carried over WITH OVERSIGHT AND APPROVAL from the board and the public.

At next week’s meeting you will see a proposal brought before the board to this end.
