Recent online discussions about commercial-kitchen fire protection have exposed a recurring problem: some people treat one code or standard as the only authority while dismissing the others.

That is not how commercial kitchen fire safety works, especially in California.

California does not adopt NFPA 96 wholesale as a standalone code. Commercial cooking operations are regulated primarily through the California Fire Code, the California Mechanical Code and the standards incorporated by reference.

But that does not make NFPA 96 irrelevant.

The California Fire Code, California Mechanical Code, ANSI/IKECA C10, I10 and M10, and NFPA 96 address different but overlapping parts of the same fire-safety system:

• The California Fire Code establishes enforceable fire-safety and operational requirements.
• The California Mechanical Code governs the design and installation of hoods, ducts, exhaust equipment and related mechanical systems.
• ANSI/IKECA C10 establishes cleaning methodology for commercial kitchen exhaust systems.
• ANSI/IKECA I10 establishes inspection methodology.
• ANSI/IKECA M10 addresses maintenance between professional cleaning services.
• NFPA 96 provides the broader nationally recognized framework for ventilation control and fire protection in commercial cooking operations.

These documents should work together, not compete with one another.

It is also important to distinguish legal adoption from industry reliance. A standard does not have to be adopted in its entirety by a city, county or state to remain relevant to an owner’s duty of care, an insurer’s loss-control requirements, a fire investigation or a negligence claim.

Insurance carriers, fire marshals, inspectors, operators, contractors and maintenance professionals routinely rely on NFPA 96 as a recognized benchmark for commercial cooking fire safety.

The real question is not simply:

“Has California adopted every section of NFPA 96?”

The better question is:

“What combination of adopted codes, referenced standards, equipment listings, manufacturer instructions, recognized industry practices and insurance requirements applies to this specific system?”

The local fire department may be the enforcing AHJ, but it is not necessarily the only authority whose requirements matter. The State Fire Marshal, building and mechanical officials, manufacturers, listing agencies, insurance carriers and—after a loss—investigators, attorneys and courts may all evaluate the condition and maintenance of the system.

ANSI/IKECA C10 is highly significant where it is incorporated into the California Fire Code, but C10 addresses cleaning methodology. It is not a complete substitute for the inspection, maintenance, design, installation and fire-protection principles addressed by I10, M10, the California codes and NFPA 96.

In California, these codes and standards form an interconnected safety framework.

Meeting the narrowest interpretation accepted by one local official may be enough to obtain an approval or business license. It does not necessarily demonstrate compliance with all applicable mechanical requirements, manufacturer instructions, accepted fire-safety practices or insurance loss-control expectations.

Commercial-kitchen fire protection is not a one-code conversation. It is a complete-system responsibility.
