Town of Cumberland The Town of Cumberland has created this page to provide information to our residents/community. This page is to be used only for informational purposes.

By creating this page, the Town does not intend to create a space for comment or other discussion. Cumberland, Maine is a quaint small-town located on the coast of Southern Maine. It’s conveniently located 11 miles northeast of the city of Portland and 11 miles southwest of Freeport. The Town was incorporated on March 19, 1821, which came after a successful secession effort by the residents of the

northwestern section of the town of North Yarmouth. The Town was officially named by Ephraim Sturdivant, a ship Captain and the Town’s First Treasurer. Today, Cumberland is home to approximately 7,900 residents, with the majority living here year round. Cumberland has a rich farming history, with Sweetser’s Apple Barrel & Orchards and Spring Brook Farms, among some of the original agriculture operations that still remain a vital part of our community. Since 1868, the town’s local farmers club has put on The Cumberland Fair at the end of September, which is one of the state's largest agricultural fairs. Cumberland prides itself on being community-oriented as well as one of the safest places to live in Maine. Every year the town comes out on Memorial Day to hold a parade through the center of town to honor those who have served for our country. It has many outdoor recreational facilities, such as Twin Brook, the Town Forest, Knight’s Pond Preserve, Broad Cove Reserve, Rines Forest, and West Cumberland Athletic Complex. In the summertime, residents are able to enjoy an outdoor concert series from local musicians and in the winter snowshoe, cross country ski, or skate at the town’s various recreational facilities. The town has three distinct areas: Cumberland Center, Cumberland Foreside, and West Cumberland. Cumberland Center is the center of government and education, and is situated roughly in the geographical middle of the town’s boundaries. Cumberland is home of the MSAD #51 school district that provides education to students K-12. The school district is comprised of Cumberland & North Yarmouth residents and has three schools: Mable I. Wilson Elementary School, Greely Middle School, and Greely High School. The school system is consistently ranked as one of the best in the state of Maine. The center of town has a convenience store, several cafés, a library, an automotive shop, credit union, and post office, all within walking distance of each other. Cumberland Foreside is the town’s coastal mainland area, where residents have public waterfront access at Broad Cove Reserve. The Route 1 corridor, although not directly on the coast, is part of the Foreside, and is today the fastest growing commercial zone within the town. West Cumberland, centered on the Route 100 corridor in the northwest corner of the town, today hosts two commercial districts, and is home to a variety of small businesses ranging from a drive-thru coffee stop, spa, automotive shops, restaurants, greenhouse, and veterinarian office.

A Message from Chief Rumsey and Cumberland, Maine Police Department on E-bikes and Scooters

As the weather warms up and summer approaches, we’ve been inundated with complaints from Cumberland residents regarding e-bikes and scooters. I’m reaching out today to provide some information about the law pertaining to their safe operation, and to appeal to the moms, dads, and grandparents out there to have a conversation with your young people who may be operating these vehicles (or riding on them).

Maine law Title 29-A Section 2063 explains what is permitted and prohibited with regard to the operation of bicycles and electric bicycles. Title 29-A section 2323 requires the use of helmets for those under 16 when operating or riding on a bicycle or electric bicycle. The following is required for lawful operation of these:

▪️Individuals under 16 years of age may not operate a class 2 or class 3 electric bicycle.
▪️Individuals under 16 may operate a class 1 electric bicycle (assisted pedal bikes that cannot exceed 20 miles per hour)
▪️Any operator or passenger under 16 years of age must wear a properly fitted and fastened helmet
▪️Operation must be in the same direction as traffic, and as far to the right as possible
▪️The rules of the road apply – no riding on sidewalks, no speeding, etc.
▪️Bicycles may not be used to carry more persons than the number for which it is designed and equipped

Per Title 29-A, Section 1254, anyone operating a motorized scooter, motorized bicycle or tricycle must have a valid license of any class, a learner’s permit or a license endorsed for a motorcycle or moped.

In addition to being properly permitted or licensed, the operator of a motorized scooter, motorized bicycle or tricycle must follow all of the rules of the road.

Our officers will be out and about, with the intention of educating young e-bike and scooter operators and when necessary, contacting parents. Even before contact with the police, though, we are hoping that this knowledge and the desire to encourage safe, responsible, and lawful operation will carry the day.

Please reach out to me at [email protected] with any questions you may have. Thank you, and we hope everyone has a safe and responsible summer!

Summer is here! Please read some friendly reminders from Animal Control Officer Dark!

🐕‍🦺 A friendly reminder for dog owners at "Off Leash" parks & trails, to please carry a leash on their person for the number of dogs they have, as required by the Town of Cumberland Dog Ordinance. Electronic collar systems do not supplement for physical leash to collar/harness systems.

🦉On a wild animal note, please remind citizens to not approach wild animals, especially wild baby animals. It is a common occurrence, that the mothers of these baby animals leave them alone for periods of time to hunt or forage for food. The mothers will return if baby animals are left undisturbed.

🐕 Don't forget to clean up after your dogs! Dog waste can pollute nearby waterbodies AND leaves behind bacteria that can be transmitted to other dogs and to humans.

🌳 Please be respectful of signage on private property. To keep trails available to everyone, adhere to all property owner requests on private property.

If you're interested in sharing your harvest, now is the time to plant a little extra. Thank you for your consideration and generosity!
