On December 6, 2023, at 8:00 p.m., the Richardson Police Department responded to a crash in the 3800 block of N. Central Expwy. The driver of a Toyota Sequoia made a lane change while northbound and collided with the back of a Nissan Versa in the left lane. Investigators are looking into information that the Nissan was disabled or may have been traveling at low rate of speed.

The driver of the Nissan, identified as 74-year-old Miriam Mazhindu, a resident of Dallas, TX, was transported to the hospital and pronounced deceased. The driver of the Toyota was transported with serious injuries and is expected to survive.

The crash is still under investigation. Anyone with information can contact the Richardson Police Department Special Crash Investigation Team at 972-744-4944.

Aggravated Assault Investigation
Richardson Police are investigating an aggravated assault that occurred at approximately 8:50 p.m., on December 4, 2023, in the parking lot of a shopping center in the 1600 block of N. Plano Rd.

Officers responded to a 911 call about a man who had been shot. Officers arrived and found the victim lying on the ground, injured and conscious. Paramedics transported him to the hospital in stable condition.

A witness advised the shooting occurred during a physical altercation between the victim and another male suspect who had left the scene before officers arrived. Detectives spoke to the victim and determined this is an isolated incident.

The suspect was last seen leaving southbound on N. Plano Rd. in a dark colored pickup truck, that was pulling a trailer. If you have information about this incident, contact the Richardson Police Department at 972-744-4800.

The results are in! The National Association of Town Watch (NATW) announced the results of the 2023 National Night Out (NNO) Award submissions. The City of Richardson has been awarded SECOND PLACE in the Nation for Category 2 (city populations between 100,000 and 300,000). The annual event is coordinated by the Richardson PD Community Relations Unit, the award is based on citizen participation, law enforcement involvement, organization and quality of the activities. NNO was held on October 3, 2023. Over 50 officers along with firefighters, volunteers, City Officials and guests, attended 129 block parties hosted by residents throughout Richardson. Congratulations to our outstanding community!

Officers arrested a suspected drunk driver over the weekend after the person crashed into one of our marked police vehicles on North Central Expressway. Fortunately, no one was injured. The police vehicle was stopped with the emergency lights activated, blocking a lane of traffic for a road hazard. The officer was out of the vehicle at the time of the crash. This incident is another reminder that underscores the dangers of driving while intoxicated. With the holiday season underway, we want to remind everyone to take care of each other, and if you observe someone intoxicated and about to drive, take action and do something to help them find another way home. If you’re the one drinking, it’s simple, don’t drive.

Police Activity Advisory
On 11/11/23 at 8:35 p.m., patrol officers responded to a disturbance in the parking lot of 170 W. Campbell Rd. Witnesses reported a fight was occurring and someone fired a gun. All those involved left the area before officers arrived. No reports have been received that anyone was injured. Officers are continuing with the investigation.

With the help of our drone operations, patrol officers safely arrested a suspect last night after two vehicles were burglarized. On 10/18/23 at approximately 10:25 p.m., a resident reported the first vehicle burglary, when their video surveillance alerted them to someone in the driveway. Our UAS Unit deployed a drone to search the area and spotted the suspect stealing from another vehicle nearby. The drone pilot coordinated responding officers and he was successfully taken into custody. The property taken from both vehicles was returned to the owners. The suspect is charged with two counts of Burglary of Vehicle and Evading Arrest. Nice work by patrol and our alert citizens.

Today, Chief Gary Tittle promoted Assistant Chief Michael Bussiere to First Assistant Chief, and Captain Keith Kockler to Assistant Chief.

First Assistant Chief Bussiere started his career in 1990 with the Lewiston Police Department in Maine, where he served as Chief of Police before accepting a position as Captain with Richardson PD in 2016. After serving as Captain, he was promoted to Assistant Chief in 2020. Now, as First Assistant Chief, he will manage executive operations for Chief Tittle.

Assistant Chief Kockler has been with our Department for 35 years, working his way from Patrol to Investigations. He was promoted to Sergeant in 2003 and to Lieutenant in 2005. In 2013, he was promoted to Captain. As Assistant Chief, he will manage the Operations Bureau.

On September 21, 2023, at approximately 6:43 a.m., Richardson Police responded to a crash involving a motorcycle and a vehicle (SUV), at the intersection of N. Plano Rd. and E. Lookout Dr.

Investigators determined the driver of the motorcycle was southbound on N. Plano Rd. and the vehicle was making a left turn, from northbound N. Plano Rd. to westbound E. Lookout Dr., when the crash occurred in the intersection. The motorcycle driver, identified as 53-year-old Michael Rasbury from Wylie, TX, was transported to the hospital where he died from his injuries. The driver and sole occupant of the vehicle was not injured.

The preliminary information indicates the vehicle failed to yield right-of-way turning left. The crash is still under investigation by the Richardson Police Department Special Crash Investigation Team.
