When the suspect returned to commit his 4th offense of the week, a detective from the Environmental Crime Unit was waiting nearby. The detective arrested the offender at the scene and identification of the individual revealed that he had illegally dumped scrap big rig tires at the site on three other occasions, earlier in the week.
