YouTube: Women of Law Enforcement This group of highly qualified female instructors came together in February of 2014 with support from Chief Jimmy Perdue of The North Richland Hills Police Department. Chief Perdue had a vision of providing the females of his department and females in our North Central Texas region with the tools to succeed in

the field of Law Enforcement. He recognized the need for females in our profession to have a support system regardless of rank or job assignment and believed he could help them succeed. In 2014 he gave me the flexibility to start planning a conference for female officers in our region, and I began recruiting the best female instructors in the area (arguably the best in the Country) to help plan the event. The following female Law Enforcement Officers make up our committee, and I am very fortunate to have the opportunity to work with each and every one of them:

Meet Brandy Kamper, our dear friend and closing keynote speaker💙

Brandi Kamper is a Physician Assistant, U.S. Army veteran, and former police officer with more than two decades of combined experience in law enforcement, military medicine, and clinical care. She is a third-generation police officer who spent over 15 years with the Fort Worth Police Department, where she served as a patrol officer, Tactical Paramedic, and co-founder of the Fort Worth Police Department Tactical Medic Unit.

During her law enforcement career, Brandi helped design and implement FWPD’s Tactical Medic Program, which now deploys full-time paramedic officers on high-risk calls and every SWAT operation. She also created and taught “Tactical Lifesaver,” a military-modeled self-aid and buddy-aid course that has trained thousands of officers. Her operational experience includes active shooter response, austere medicine, advanced airway management, hemorrhage control, and medicine in high-stress environments.

After retiring from law enforcement, Brandi transitioned into clinical medicine, earning her Master of Physician Assistant Studies from the University of North Texas Health Science Center. She has practiced in trauma surgery and acute care settings and now serves as Operations Manager and Physician Assistant at Front Line Mobile Health, where she oversees large-scale occupational health programs for police officers and firefighters across Texas.

At Front Line, Brandi conducts comprehensive, officer-focused medical evaluations designed to identify silent diseases before they become career-ending or life-threatening. These evaluations
include cardiovascular and metabolic screening, advanced laboratory analysis, cardiopulmonary exercise testing (CPET), cancer screening ultrasounds and x-rays, vision and hearing testing, and
Human Performance Assessments that integrate physical and behavioral health. Her work centers on readiness, longevity, and keeping experienced officers healthy enough to stay on the job.

We are excited to welcome Detective Pam Starr to the conference as one of our keynote speakers!

Detective Pam Starr of the Grand County [CO] Sheriff’s Office has more than three decades of first responder experience. She began her career in public service in 1989 as an Emergency Medical Technician in Austin, Texas, and later worked as a Police Dispatcher for Travis County [TX] Sheriff’s Office. Her career as a police officer began with the Dallas [TX] Police Department in 1996 where she enjoyed assignments in the Patrol, Training, Narcotics, Personnel, and Crimes Against Persons Divisions. Pam retired from Dallas PD in 2017 and traveled throughout the United States before settling in Colorado, where she went to work for the Grand County District Attorney’s Office as a paralegal. She left the district attorney’s office to return to law enforcement as a detective with the Grand County Sheriff’s Office. Pam helped create and instructed Calibre Press’s Female Enforcers class for several years and has presented at the Women of Law Enforcement 🙋‍♀️ and the National Association of Women Law Enforcement Executives conferences. She is a Certified Paralegal and holds degrees in Sociology, Women’s Studies, and Criminal Justice.

For many years, we’ve had the privilege of gathering annually in Fort Worth. The City of Fort Worth and its Police Department have played an important role in our conference experience, and we know how much many of you value the tradition of meeting there.

As we look ahead to this year’s event, we want to share an important update: our upcoming conference will be held in a different city – Pasadena, Texas. The Bob Bolen Public Safety Complex is a shared first responder space that has taken on new obligations and filled their calendars for the foreseeable future. Our decision to relocate was made after careful consideration, with the goal of enhancing the overall experience, expanding opportunities, and accommodating our sisters from other regions of the state. In our first year away from the DFW Metroplex, we plan to scale back the attendance capacity for the conference so that we can offer the absolute best service to our audience.

While the setting will change, our commitment remains the same. You can expect the same high-quality training, meaningful networking opportunities, and engaging sessions that make this event a highlight each year. We are confident the new location will bring fresh energy and exciting possibilities.

We will be sharing full details about the new venue, hotel accommodations, and travel information very soon. Registration will open on April 1. In the meantime, please mark your calendars for September 21-25, 2026 and stay tuned for additional updates.
