The 2025 North Carolina Association of Registers of Deeds Annual Conference was held from September 13-16 in beautiful Beaufort, NC. District VI of our Association did an amazing job of putting together a great conference for us! I am honored to have been sworn in as President Elect for the ensuing year and I sincerely congratulate my dear friend, the Honorable Lynn H Lewis of Pamlico County, on being sworn in as President. I look forward to another year of learning and serving with my colleagues. I am proud to represent Stokes County and sincerely thank the citizens of Stokes for allowing me the honor of serving you.

Earlier this year, I sent off the next box of our older marriage licenses to be preserved. Kofile, Inc. meticulously removes old tape, glue, and other adhesives to prevent the further deterioration of the paper documents. I am proud to partner with Kofile to save our Stokes County history, preserving it for future generations. Marriage licenses from 1887-1889 are now back in our vault, preserved in new binding, in acid-free plastic sleeves. We treasure our old records and I have made it my mission to to keep them intact and in order.

On Friday June 13th, Governor Stein signed into law NC Senate Bill 248 - which became NC Session Law 2025-9. The law is entitled "AN ACT TO MAKE ACCESS TO NEW BIRTH CERTIFICATES FOR PERSONS ADOPTED SIMILAR TO PERSONS THAT ARE NOT ADOPTED."

This law is a product of years of hard work by the NC Association of Registers of Deeds, especially its legislative committee, and is a win for all North Carolina adoptees. Adoptees in North Carlina may now obtain their birth certificate copies from the Register of Deeds office in the County of their birth, rather than having to obtain them directly from the State Office of Vital Records, which took much more time and carried higher fees.

For too long, adopted persons in North Carolina had been subjected to a burdensome process for obtaining their birth certificate copies. With the signing of Senate Bill 248, adoptees will now be treated no differently than anyone else when obtaining copies.

This law is effective January 1, 2026.

As your Register of Deeds, I am committed to creating ease of access to your records - and have been from my first day in office. I had very little to do with this law but am committed to bringing you all information pertaining to our office that I can - and this is a wonderful piece of news coming out of Raleigh! If you have any questions or ever need our office for anything, please don't hesitate to reach out. God bless you all!
