Thank you, Volunteers, for all your work on behalf of Vote Yes Cass 63! We appreciate your help in lit drops, door knocking, postcard writing, text messages, talking to neighbors, creating vote yes videos, posting on social, and generally spreading the word!

We're currently holding strong at 43 votes up. Mail-in ballots will continue to be tallied, and the vote total will be official in two weeks.

Today is the last day to get out and vote!

Invite your neighbors and friends to get out the vote and support D63. We lost in the primaries by a small margin, so now is our chance to show up for the students and teachers of Concord Elementary and Cass Jr High. They deserve a school that is comfortable year-round and to know that they're protected.

As part of Dupage County's vote anywhere, your correct ballot will be pulled at any of the Dupage County voting locations.
Polls close at 7pm.

Opponents of the referendum have put out anonymous flyers, stolen Vote Yes signs, and placed D66 Vote No signs to confuse.

When it comes to the referendum, one question that comes up is what about federal COVID relief funds? Can money school districts receive be used for our safety, security and HVAC needs?

Relatively speaking, Cass 63 is a very small recipient of federal emergency relief funds compared to most. The funding can also only be used for specified purposes. In other words, it is not “free money” that can be used for anything we choose. What follows is an accounting for all related funding the district has received or will receive under this category.

ESSER I - The first round of ESSER I was $53,988. This was used to provide additional Chromebooks for any grade levels and students who did not have them, specifically at the lower grade levels.

ESSER II - Our ESSER II allotment was $211,400 and we are currently using the funding to address learning loss in math to provide a full-time math interventionist and additional math resources at Concord Elementary School.

ESSER III - We are in the process of finalizing the ESSER III grant application for our allocation of $495,150. This was always intended to be used toward some of our HVAC and indoor air quality needs and costs, although at least 20 percent must be set aside for addressing any identified student achievement gaps. As a result, the district plans to allocate $379,636 toward our HVAC needs, with the remaining $115,514 to be used for partially funding an elementary STEM teacher, a digital program to individually support math and reading, a social emotional program, reading training, and other teaching and learning needs.

In addition to the federal funding as explained above, the district will also continue to pursue any and all grants that could offset any of our costs, before, during and after the referendum. In total so far, the district has secured approximately $500,000 in outside funding.

What will appear on the ballot and what does it mean?

"Shall the Board of Education of Cass School District Number 63, DuPage County, Illinois, be authorized to alter, repair and equip existing school buildings, renovate and replace heating, ventilation and air conditioning (HVAC) systems, install safety and security improvements, pay alternate bonds issued to finance renovations to school buildings as claims as provided for by Article 19 (Sections 19-8 to 19-14, inclusive) of the School Code and issue bonds of said School District to the amount of $12,800,000 for the purpose of paying the costs thereof?"

A vote of yes is simply authorizing the Board to issue bonds up to (but not to exceed) $12,800,000 to address the needs as described above and to pay off an existing bond that is funded out of existing operating funds. The portion used to refund existing operating debt will be paid off 8 years earlier than the outstanding issue, saving an estimated $200,000 in interest.

The referendum does not allow bond proceeds to be used for any other purpose, including salaries, benefits, programs, technology or transportation. Once issued, the bond will be paid back over 20 years.

Less than a week to get out and VOTE! It's up to us, the community to vote YES for Safety, Security, and HVAC. Show our children we care and will provide them with their basic needs. Safety and comfort shouldn't distract from learning.
