PUBLIC NOTICE: 45-DAY COMMENT PERIOD
THIS PUBLIC NOTICE DOES NOT MEAN HDB HAS DECIDED TO TERMINATE ANYONE'S HOUSING ASSISTANCE.
The proposed amendment establishes a policy HDB would follow if termination becomes necessary because of insufficient program funding.
The 45-day comment period begins September 10, 2026-October 26, 2026.
Housing Daytona Beach (HDB) is seeking public comment on a proposed amendment to its Housing Choice Voucher (HCV) Administrative Plan regarding how HDB would address the termination of assistance if insufficient federal funding makes such action necessary.
HDB's HCV Program is currently in a funding short-fall position. HDB is working with the U.S. Department of Housing and Urban Development (HUD) and implementing cost-containment measures to preserve assistance for currently assisted families. Termination of assistance would be a last resort.
Under the proposed policy, certain households would be excluded from termination due to insufficient funding, including households with an elderly or disabled Head of Household and participants receiving HUD-VASH, Mainstream, Project-Based Voucher (PBV) or HCV Homeownership assistance.
If termination becomes necessary, HDB proposes to select from the remaining eligible HCV households based on length of continuous HCV participation, beginning with households that have received assistance the longest.
Families whose assistance is terminated solely because of insufficient funding would receive priority for restoration of assistance if sufficient funding later becomes available. Families would be restored in the order they were terminated, beginning with the family that has been without assistance the longest.
