Transportation Planning Organizations (TPOs) bring together local governments and transportation agencies to shape how our communities move—today and into the future. Through collaboration, long-term planning, and public involvement, TPOs work to create safe, efficient, and connected transportation syste
ms for everyone. The Volusia-Flagler TPO is Volusia and Flagler Counties’ main forum for planning transportation improvements for all travel modes—roads, public transit, and bicycle and pedestrian facilities. It gives member local governments and citizens a voice in identifying priorities and shaping transportation plans. The TPO includes a governing board and five committees, and every meeting includes time to hear public comment. TPO Board: Locally-elected officials who set policies for the TPO and approve both long- and short-range transportation plans. Non-voting members include representatives from the Volusia and Flagler County school boards, the advisory committee chairs, and an advisor from the Florida Department of Transportation (FDOT). Executive Committee: Sets the agenda for the TPO Board, has limited budget authority, and evaluates the Executive Director. Technical Coordinating Committee (TCC): Technical staff appointed by local governments who review transportation plans and documents, and make recommendations to the TPO Board. Citizens Advisory Committee (CAC): Citizens appointed by TPO Board members who share community perspectives on the transportation planning activities of the TPO and offer feedback on the TPO’s plans and documents, and work with staff to provide recommendations to the TPO Board. Bicycle/Pedestrian Advisory Committee (BPAC): Citizens appointed by TPO Board members who focus on bicycle and pedestrian safety and planning. They work closely with TPO staff to develop and review plans and documents and make recommendations to the TPO Board. Transportation Disadvantaged Local Coordinating Board (TDLCB): Established by Florida Statute, this board ensures the representation of agencies that serve transportation-disadvantaged individuals. Approved by the TPO Board, the TDLCB membership identifies service needs and advises VoTran, the Community Transportation Coordinator, on how to best meet the needs of the transportation-disadvantaged.
