Join us for DCEC’s 82nd Annual Meeting of Members!

Register now: https://annualmeeting.dce.coop

The meeting will be held Tuesday, August 25, at 5:00 p.m. Every eligible membership represented at the live meeting will be entered into a drawing for a $250 bill credit. There is one drawing entry per membership, and no vote is required—you will be entered automatically simply by joining the meeting.

The meeting will be conducted primarily in a virtual format. If you do not have access to attend virtually, please call the DCEC office. Limited space is available for members who would like to reserve a place for physical attendance.

If you already voted in advance, thank you! You will receive a $10 bill credit on your next bill, and you will still be eligible for the $250 drawing by attending the live meeting. You will not be permitted to vote again.

If your membership did not vote in advance, you will have an opportunity to request and cast a provisional ballot during the meeting.

The drawing winner will be announced in the September edition of the Catskill Hi-Line. We hope you’ll join us!

We recently received a good question from a member about the two proposed bylaw changes on this year’s ballot. Here is what they mean in plain English:

PROPOSED CHANGE #1 — LARGE ELECTRIC LOADS

This change would give DCEC clearer authority to establish appropriate connection fees, rates, and service terms for unusually large commercial or industrial electric loads.

Very large new or expanded loads may require significant investments in substations, lines, and other equipment. DCEC also receives a limited allocation of lower-cost hydropower that helps keep rates affordable for our membership. Serving a very large load may require DCEC to purchase additional power at a higher cost.

The proposed change would give DCEC greater flexibility to develop rates, connection fees, and service terms appropriate for these projects while protecting existing members from the additional costs of serving them. It would also help DCEC support future economic-development opportunities responsibly.

PROPOSED CHANGE #2 — CAPITAL CREDITS

This change would give the Board greater flexibility in how capital credits are allocated and retired among different types of members and electric service.

Not every type of service contributes equally to the Cooperative’s margins. The proposed change would allow DCEC to account for those differences and manage capital-credit retirements—including general retirements, small balances, and early retirements—in a fair and financially responsible manner.

These proposed changes do not establish a particular new rate, fee, or capital-credit retirement. They give the Board the authority and flexibility to address those matters appropriately as circumstances change.

The DCEC Board recommends voting YES on both proposed changes.

A significant storm has moved through our service territory, causing new outages in several areas. Unfortunately, some communities that were affected by the recent storms are experiencing outages again.

DCEC crews are responding to damage on our distribution system and will continue working to restore everything within our control as safely and quickly as conditions allow. Some of the current outages are also related to a loss of transmission supply to portions of our system, and we are coordinating with our transmission provider as restoration work continues.

We understand how frustrating it is to lose power again so soon, and we appreciate the patience and understanding of our members.

Please stay well away from downed or low-hanging power lines and always assume they are energized. Report outages through SmartHub or our outage reporting system, and do not approach crews or enter active work areas.
