PRESS RELEASE: CALEB E. ODELL

August 26th, 2026

Delhi, NY- Today, Sheriff Craig S. DuMond announced the arrest of a Sidney resident following a sealed indictment warrant that was issued by Delaware County Court.

On Wednesday, July 8th, 2026, the Delaware County Sheriff’s Office Criminal Investigation Division received a complaint from the Delaware County Probation Department that a probationer identified as 39-year-old Caleb E. Odell of Sidney, NY, had violated the terms and conditions of his felony probation. Upon further investigation into the complaint, it was discovered that Odell had failed to register social media accounts as required by the terms of his probation.

The facts and circumstances of this investigation were then presented to the Delaware County Grand Jury. Following its deliberations, the Grand Jury issued a Sealed Indictment against Odell. The subsequent Arrest Warrant was executed on Tuesday, August 25th, 2026, by members of the Criminal Investigations Division within the Delaware County Correctional Facility where Odell was being held on a Violation of Probation.

On Wednesday August 26th, 2026, Odell was arraigned in Delaware County Court where the Indictment was unsealed and he was formally charged with three counts of Failure to Register as a S*x Offender under the NYS S*x Offender Act, a class E felony. Odell was remanded back to the back to the custody of the Delaware County Correctional Facility, pending further action by the Court.

PRESS RELEASE: BRIAN HAVENS

August 26th, 2026

Walton, NY – Today, Sheriff Craig S. DuMond announced the arrest of a Fort Edward, NY resident following a traffic stop.

On Wednesday evening, August 26th, 2026, Delaware County Sheriff’s Deputies were patrolling on Delaware Street in the Village of Walton when a vehicle was observed, in operation, while the operator was using a cell phone. Patrols initiated a traffic stop and made contact with the operator who was identified as 36-year-old Brian Havens of Fort Edward, NY.

Following a routine check with NYS DMV, it was discovered that Havens' driver's license was suspended for Failing to Answer Summons. Havens was subsequently arrested and charged with Aggravated Unlicensed Operator in the 2nd degree, an unclassified misdemeanor of the NYS Vehicle and Traffic Law, as well as Operating a Motor Vehicle while Using a Mobile Phone and No Plate Lamps, both violations of the NYS Vehicle and Traffic Law.

Havens was released on tickets and was directed to appear in the Village of Walton Court at a later date.

PRESS RELEASE: LUIS J. PEREZ-CANDELARIO

August 22nd, 2026

Delhi, NY – Today, Sheriff Craig S. DuMond announced the arrest of a Baltimore, Maryland resident following a traffic stop.

On Saturday morning, August 22nd, 2026, Delaware County Sheriff’s Deputies observed a vehicle traveling on State Highway 10 with illegal window tint and additionally, the vehicle was observed crossing over the solid double yellow line in the Town of Hamden. Upon conducting a traffic stop, Deputies identified the driver of the vehicle as 36-year-old Luis J. Perez-Candelario of Baltimore, MD. A check of Perez-Candelario’s driver’s license revealed that he was wanted out of Roxbury Township in the State of New Jersey for Eluding and Receiving Stolen Property.

Deputies subsequently arrested Perez-Candelario and issued him traffic summonses for Sidewings/Nontransparent and Failure to Keep Right, both violations of the New York State Vehicle and Traffic law. Perez- Candelario was additionally charged as a Fugitive from Justice. Perez-Candelario was later arraigned and remanded to the Delaware County Correctional Facility to await extradition to the Roxbury Township Police Department in the State of New Jersey.

PRESS RELEASE: CAIDEN TOMPKINS

August 23rd, 2026

Davenport, NY – Today, Sheriff Craig S. DuMond announced the arrest of a Stamford resident following a traffic stop.

On Saturday evening, August 22nd, 2026, Delaware County Sheriff’s Deputies were patrolling the area of State Highway 23 in the Town of Davenport when Deputies observed a vehicle traveling at a high rate of speed. A traffic stop was conducted and the operator was identified as 18-year-old Caiden Tompkins of Stamford, NY. During the course of the traffic stop, Tompkins showed signs of impairment, resulting in the Deputies administering standardized field sobriety tests on Tompkins, whereby it was concluded that Tompkins was driving while intoxicated by alcohol.

Deputies subsequently arrested Tompkins, charging him with Driving While Intoxicated, an unclassified misdemeanor of the New York State Vehicle and Traffic law. Tompkins also was issued traffic summonses for Operating after Consuming Alcohol- Under 21 and Speed Over 55.

Tompkins was released on appearance tickets and traffic summonses and is scheduled to appear in the Town of Davenport Court at a later date to answer the charges.

PRESS RELEASE: SKYLUR KOUFFMAN

August 21st, 2026

Colchester, NY – Today, Sheriff Craig S. DuMond announced the arrest of Lanesville, NY resident following a traffic stop.

On Friday night, August 21st, 2026, Delaware County Sheriff’s Deputies were patrolling on State Highway 206 in the Town of Colchester when a Deputy performed a rolling DMV data check on a pickup truck traveling on State Highway 206. The check indicated that the vehicle had an expired New York State Inspection, however, the Deputy observed what appeared to be a valid 2027 New York State Inspection certificate displayed in the vehicle’s front windshield. Deputies conducted a traffic stop and made contact with the driver, identified as 23-year-old Skylur Kouffman of Lanesville NY. As the Deputy was performing his investigation, Kouffman became irate and attempted to pull away from the Deputy who detained him due to his aggressive behavior.

Upon completion of the investigation, Sheriff’s Deputies arrested and charged Kouffman with Driving While Ability Impaired by Drugs and Displaying a Forged Inspection Certificate, both misdemeanors, Aggravated Driving While Intoxicated with a child in the Vehicle, a felony, as well as Uninspected Motor Vehicle and Failure to Notify DMV of an address change, both violations of the New York State Vehicle and Traffic Law. Kouffman was additionally charged with one count of Endangering the Welfare of a Child and one count of Obstructing Governmental Administration in the 2nd degree, both class A misdemeanors of the New York State Penal Law.

Upon completion of arrest processing, Kouffman was released on appearance tickets and traffic summonses, returnable to the Town of Colchester Court at a later date.

PRESS RELEASE: TRAVIS DUBSHINSKI

August 23rd, 2026

Harpersfield, NY– Today, Sheriff Craig S. DuMond announced that a Jefferson resident was arrested following an investigation in the Town of Harpersfield.

On Tuesday, July 14th, 2026, Delaware County Sheriff's Deputies received a complaint from the Tractor Supply Store in the Town of Harpersfield, who reported that a customer identified as 39-year-old Travis Dubshinski of Jefferson, NY had walked out of the store with merchandise which had not been paid for.

On Sunday, August 23rd, 2026, after completing their investigation, Sheriff's Deputies, who were assisted by the New York State Police, located, arrested and charged Dubshinski on one count of Petit Larceny.

Dubshinski was processed and released on an appearance ticket and was directed to appear in the Town of Harpersfield Court at a later date to answer the charge.
