On Friday, May 29, 2020 at approximately 3:43 PM, Brown County Sheriff's Deputies, including DEO Estano were dispatched to Memorial Park for a suspicious situation. Caller indicated a subject was seated inside of a vehicle with multiple firearms visible on the dash of the vehicle.

Contact was made with the subject and found to be in possession of 4 firearms. The subject was cooperative and understanding of the communities concern. Upon completion of the investigation, the male was cited and released under Denmark Village ordinance (D208-8). Also refer to D213-3.

As a reminder, please take the responsibility upon yourself to know local and state statues. If you have questions regarding local ordinances or state statues, consult a local official.

One may ask what these bright yellow signs located near crosswalks are and what does that mean for passing motorists? Excellent question!

Answer:
Wisconsin State Statute 346.24-Crossing at uncontrolled intersection or crosswalk.

(1) At an intersection or crosswalk where traffic is not
controlled by traffic control signals or by a traffic officer, the operator of a vehicle shall yield the rightβˆ’ofβˆ’way to a pedestrian, or to a person riding a bicycle or electric personal assistive mobility device in a manner which is consistent with the safe use of the crosswalk by pedestrians, who is crossing the highway within a marked or unmarked crosswalk.

(2) No pedestrian, bicyclist, or rider of an electric personal
assistive mobility device shall suddenly leave a curb or other place of safety and walk, run, or ride into the path of a vehicle which is so close that it is difficult for the operator of the vehicle to yield.

(3) Whenever any vehicle is stopped at an intersection or
crosswalk to permit a pedestrian, bicyclist, or rider of an electric personal assistive mobility device to cross the roadway, the operator of any other vehicle approaching from the rear shall not overtake and pass the stopped vehicle.

Penalties for violating this section could result in up to a $326.50 fine and/or 4 points off your driver's license! Help us keep everyone safe this season!

OPEN BURNING PROHIBITED IN THE VILLAGE (PLEASE SEE ORDINANCE BELOW)

Β§ 147-8 Open burning.
A.
Open burning prohibited. Except as otherwise provided in this section, all open burning is prohibited within the Village of Denmark.

B.
Recreational fires. Recreational fires, defined as any fire such as a campfire or cooking fire located at a single- or two-family private residence for the purpose of recreation and personal enjoyment, are exempt from Subsection A of this section so long as such fires are started and tended in compliance with the following requirements:
(1)
No recreational fire pit and unscreened portable fire pit or fireplace shall be closer than 15 feet to any building, structure, property line, shed, garage, trees, shrubs, bushes, fence or any other combustible material.
(2)
All recreational fires shall be in a below-ground fire pit with a minimum depth of four inches and a diameter of three feet, and the fire may not extend more than three feet above the pit. The fire pit shall be surrounded on the outside, above ground, by a noncombustible material such as concrete block or rock. A noncombustible material when not in use shall cover the pit.
(3)
Portable fire pits (defined as devices commercially designed and intended to contain and control outdoor wood fires) may be used in accordance with the manufacturer's recommendations and within the requirements of Subsection B(1) above and must be used upon a noncombustible surface (dirt without any vegetation, stone, gravel, concrete, brick, etc.) with an area twice the diameter of the portable fire pit.
(4)
No recreational fire shall be started or allowed to continue burning when the wind direction or wind speed (within the recommendations of the Denmark Volunteer Fire Department) will cause smoke, embers, or other burning materials to be carried by the wind toward any building or other flammable materials. Smoke from any recreational fire shall not create a nuisance for neighboring property owners. The fire shall be extinguished immediately upon the complaint of a neighboring property owner in regard to nuisance smoke.
(5)
Material for recreational fires shall not include or consist of rubbish, garbage, recyclable items, trash, any material made of or coated with rubber, plastic, leather, or petroleum-base materials and shall not contain any flammable or combustible liquids.
(6)
Adequate fire-suppression equipment shall be immediately available to extinguish or control the recreational fire. Adequate fire-suppression equipment, such as shovels, fire extinguishers, water hoses, or other like equipment sufficient to extinguish the fire, if necessary, shall be within 10 feet of the recreational fire.
(7)
All recreational fires shall be attended at all times by at least one responsible person of age 18 or older from the ignition of the fire until the fire is completely extinguished.
(8)
The renter/lessee of any leased property must provide written documentation from the property owner giving permission to have a recreational fire on that property.
(9)
The property owner and/or person who has started any recreational fire shall hold the Village harmless from any and all such liability for any damage caused by a recreational fire and shall be responsible for all legal expenses incurred by the Village in any action brought against the Village.
(10)
Any party who has started or maintains a recreational fire as defined herein shall pay any and all costs incurred by the Denmark Volunteer Fire Department for any service-related call as a result of a recreational fire not in compliance with the requirements of this section.
C.
Outdoor cooking fires. Open or closed cooking grills (charcoal and propane fuel only) are exempt from the prohibition of Subsection A above, except as follows:
(1)
For all multifamily dwellings more than one story in height, the use of any propane or charcoal or gas cooking device is prohibited above the first floor occupancy.

(2)
For all multifamily dwellings more than one story in height, the use of any open or closed outdoor cooking fire, charcoal or propane cooking device, or any open flame device is prohibited within 15 feet of the structure on the ground floor or any combustible materials on the ground floor. Smoke from cooking grills shall not create a nuisance for neighboring property owners within an apartment complex.
D.
Approved training fires. Approved training for fire protection purposes shall be exempt from the prohibition of this section. The Village of Denmark Public Works Department shall also be exempt from the prohibitions of Subsection A of this section.

This is definitely a "dumpy" situation and we certainly understand this is not the most favorable option given the circumstances. We are asking for everyone's continued cooperation and help with this matter. If you have any questions or concerns, please contact the Denmark Village Hall.

Again, this drop off site is only for the VILLAGE of Denmark residents. If you live outside of the Denmark village limits, please contact your local municipality to gather information on your garbage disposal.

Enforcement action can and shall be taken on violators. If you observe any violations of illegal dumping, please contact (920) 391-7450 to report.

Advance Disposal Change of Service update from the Village:

Effective March 23, 2020, Advanced Disposal is suspending all manual curbside garbage and recycling collection, until further notice.
All dumpsters will be moved to Memorial Park (Wisconsin Avenue).
β€’ All trash/refuse must be bagged and placed in containers
β€’ Recycling must be placed loose in the recyclable receptacle, excluding plastic bags.
Due to the confusion over the last week, and illegal dumping, the below guidelines will now be implemented:
β€’ The dumpsters will now be monitored 24-7
β€’ Please have your ID ready, as it may be required for verification purposes
β€’ Dumpsters will be open during the hours of 7am-3:30pm Monday – Friday, and 7am-noon on Saturdays. There will be no dumping outside of these hours - the gates will be locked.
β€’ Please put only your weekly garbage and recycling in the dumpsters. If it wouldn’t get picked up with your weekly pick up, don’t put in dumpster. No big, bulky, or hazardous items allowed. For example: Mattresses, furniture, bicycles, etc..

This dumpster site is for Village of Denmark residents only. Illegal dumping is a crime, and all those in violation will get citations. All citations issued will be at the maximum allowable amount.
Please use the dumpsters responsibly.

B. The Village of Denmark prohibits, unless specifically exempted by this article or by order of the Village Board of the Village of Denmark, certain waste from being placed in any type solid waste containers or receptacles in the Village of Denmark for any solid waste removal and for any later disposal, storage, treatment or recycling, namely:
(1) Dead animals.
(2) Feces.
(3) Hazardous toxic wastes.
(4) Explosives.
(5) Contaminated material.
(6) Heavy metal materials.
(7) Lumber, trees, and brush.
(8) Dirt.
(9) Rocks.
(10) Concrete blocks.
(11) Tires.
(12) Appliances.
(13) Construction, remodeling or demolition waste.
(14) Waste oil.

These sites are NOT for individuals who reside outside of Village limits.

Citations have and may be issued to those in violation of Denmark Chapter 249.

TRAFFIC SAFETY TIP Vol. 3

What do I do if there is a semi or similar length vehicle at a roundabout?

Per Wisconsin State Statute 346.18(8)(a) and (b) , if you are at the roundabout first, you can enter before the 40 foot vehicle; you still have to yield to vehicles in the roundabout. If you come up to the roundabout at the same time as a semi or 40 foot vehicle, you have to wait for the 40 foot vehicle to enter the roundabout first and give it space to navigate the roundabout. If you are behind this 40 foot vehicle you have to give space to that vehicle to navigate the roundabout; the 40 foot vehicle still has to yield to vehicles which are in the roundabout.

DEO Verheyen was invited to celebrate Dr. Seuss' Birthday on Monday at All Saints Catholic School. Thank you to staff for the on-going invitations to both DEOs for events like these.

DEO Verheyen got to read "One Fish, Two Fish, Red Fish, Blue Fish" to the students in the gymnasium! Followed by lunch with them of green eggs and ham!

It was a great way to start the week of Dr. Seuss and Read Across America!!

The Spring National Prescription Drug Take Back Day is Saturday, April 25, 2020!

Begin collecting your unwanted, unused, or expired prescription drug to have them ready to bring to the Denmark Village Hall on April 25 between 10:00 a.m. and 2:00 p.m. Denmark DEOs will be present on this day for this event!

Once again, Denmark Village Hall has been setup as a collection site for this nationally recognized day by the DEA.

Too often, unused prescription drugs find their way into the wrong hands. It is dangerous and often tragic. Majority of abused prescription drugs are obtained from family and friends, often from the home medicine cabinet. This is your opportunity to prevent drug addiction and overdose deaths.

Please, take a moment to clean out your medicine cabinet and turn in (safely and anonymously) your RX drugs at Denmark Village Hall on this day! This event addresses a crucial public safety and public health issue and it is always great to see people utilizing this collection site.

In April 2019, 55.7 pounds of RX drugs were turned in for disposal.
In October 2019, 45.1 pounds of RX drugs were turned in for disposal.

Lets see what we can do next month!! The red drop off box is available also during business hours at the Denmark Village Hall in the front lobby.

On Monday, March 2nd, Directed Enforcement Officers Verheyen and Estano, along with School Resource Officer Dzekute participated and assisted in a large scale joint training held at Denmark High School.

This was Fire Departments' Active Hostile Response training. The Fire Departments in Brown County that are members of MABAS 12 participate in this training, including Denmark Fire Department! The other volunteer fire departments present at Monday's training included (but not limited to) New Franken, Greenleaf, Morrison, and Wrightstown.

This training consisted of classroom instruction in February followed up with a practical/scenario portion in March (which is what took place on Monday). Each fire member had to attend at least (1) classroom of two offered and (1) practical of four offered.

The Active Hostile Response training is a follow-up resource management when law enforcement / first responders respond to an active shooter incident.

This training is overseen by Fire Chief Alan Matzke of the City of De Pere with the assistance of others, including the Brown County Sheriff's Office Training Division, School Resource Officers, and Village Directed Enforcement Officers.

Thank you to those who volunteered their time to assist in the scenarios and to all those who participated in the training. Denmark DEOs look forward to continuing to build their partnership with Denmark Fire Department and Fire Chief Dave Bielinski! We look forward to seeing you again for another practical/scenario night held at DHS later this month!

Hello. Is there a village ordinance that allows golf carts to be driven on village streets and cth highways.
I'll be posting some pictures later concerning the apartments on N. Wall across from the High School and the placement of their funky dumpsters. I've put up with it the last couple of years on the back corner of my property, no, they've been moved along side the house. Is there a village/county ordinance concerning that? I do I need to get much more formal and potentially nastier to get that addressed? I'll provide pictures, shortly.

The irony is I have to rush her to get ready in the house to avoid the crappy drivers. Note: traffic volume is understandable. Speeding excessively in heavy traffic is unacceptable. Watching at Fire Dept. is so yesterday. Watching only after school, in spots everyone is already aware of after construction zones is useless! WE NEED COPS AT NIGHT!!!!!!! AS WELL!!!!!! I see a Sheriff car from time to time after school. Bout' it. Putting up the radar speed viewer sign is useless, even when it's charged. This is giving our town and law enforcement a bad rep. If this were famous Rosendale, WI., where EVERYONE going 1 mile over gets a ticket, the revenue in this town would be super and more than enough to pay off the high school and build another! Stop photographing plates people. Can you Prove the car was speeding? TAKE VIDEOS, DON'T PAUSE, WALK TO NEAREST STREET SIGN And include it in video BEFORE OR AFTER AN INCIDENT, GET FAMILIAR BACKGROUNDS. Do not pause video! It will cause technicalities.
