Colorado Water Conservation Board

The Colorado Water Conservation Board (CWCB) was created to provide policy direction on water issues.

The CWCB is Colorado’s most comprehensive water information resource. The agency maintains expertise in a broad range of programs and provides technical assistance to further the utilization of Colorado’s waters. Governed by a 15-member Board, the CWCB’s responsibilities range from protecting Colorado’s streams and lakes to water conservation, flood mitigation, watershed protection, stream restora

tion, drought planning, water supply planning and water project financing. The CWCB also works to protect the state’s water apportionments in collaboration with other western states and federal agencies. Each CWCB program is directed by the agency’s Strategic Framework, as well as through Statutory Authorities and Responsibilities. Reviewed annually by the Board, the Strategic Plan also contains a Board Member Work Plan, which guides the Board’s actions and helps implement the authorities and objectives of the CWCB.

Colorado's Drought Task Force met today to review the latest drought conditions and coordinate the state's ongoing response. While the North American Monsoon has started to ramp up, Water Year 2026 remains the warmest on record and the fourth driest through June. Nearly half of Colorado remains in extreme or exceptional drought. The Task Force also discussed elevated wildfire and flood risks, heard updates from state agencies on drought impacts affecting communities, agriculture, recreation, wildlife, and water supplies, and discussed advancing recommendations to the Governor on drought response through executive action.

Drought Resilience Spotlight: As Colorado adapts to a drier future, innovative agricultural solutions are helping communities conserve water while supporting local economies.

This week, we're highlighting the Rye Resurgence Project, a Water Plan Grant-supported effort in the San Luis Valley that is helping farmers transition to low-water-use rye, saving more than 11K acre-feet of water in just two years while creating new market opportunities for Colorado-grown products (from baked goods to whiskey and more).

Governor Polis has activated Phase 3 of Colorado's Drought Response Plan and declared a statewide drought emergency as record-low snowpack, extremely low streamflow forecasts, and persistent drought conditions continue to impact communities across Colorado. This week’s 2026 Drought Tour brought together water leaders, decision-makers, and partners for an on-the-ground look at how record-low snowpack is affecting rivers, reservoirs, ecosystems, recreation, agriculture, and communities across the state. The tour highlighted both the challenges of this historic drought and the collaborative efforts underway to build long-term drought resilience.

This afternoon at its third meeting, Colorado’s Drought Task Force reviewed ongoing drought impacts, low streamflows, elevated wildfire risk, and impacts to fisheries and recreation. While recent precipitation brought limited, short-term improvements, 94% of the state remains in at least moderate drought, with at least 40% in at least extreme drought.

The Task Force also discussed the steps needed to move to Phase 3 of the Drought Response Plan, and representatives from Task Force agencies and ad hoc groups provided updates on their ongoing work to monitor conditions, share resources, and support communities across Colorado as drought impacts continue to evolve.
