Iowa NYTD The National Youth in Transition Database (NYTD) is a federal initiative that requires States to track the independent living services provided to youth.

The NYTD project is a federal initiative that collects information on youth in foster care including race, s*x, ethnicity, date of birth, and foster care status. It also collects information on those youth who have aged out of foster care. Public Law 106-109 established the John H. Chafee Foster Care Independence Program (CFCIP) at section 477 of the Social Security Act, providing States with flex

ible funding to carry out programs that assist youth in transitioning from foster care to independent adulthood. The law requires States to track the independent living services provided to youth and develop outcome measures to assess States' performance in operating independent living programs. States collect outcomes information by conducting a survey of youth in foster care on or around their 17th birthday, 19th birthday, and 21st birthday. Only a few 19 and 21 year old youth are in foster care, so States must find the youth to survey them. Beginning on October 3, 2016, DHR will collect the survey information from the youth and submit the information to the Department of Human Services (DHS). The survey will collect information on six youth outcomes:
• Financial self-sufficiency
• Educational attainment
• High-risk behavior
• Experience with homelessness
• Positive connections with adults
• Access to health insurance

Upon completion of the NYTD survey, youth will receive an incentive in the form of a gift card or merchandise for their participation and commitment to remain engaged and take follow-up surveys.

When it comes to reentry, youth are the experts!

Each year, staff from the Iowa Department of Human Rights, Division of Criminal and Juvenile Justice Planning facilitate the Talking Wall in group care and juvenile detention facilities across Iowa. The Talking Wall solicits input directly from youth involved in the juvenile justice system about ways the juvenile justice system can be improved and reentry from group care enhanced. This approach affirms that lived experience is an expertise needed to inform policy and decision-making.

The Iowa Department of Human Rights, Division of Criminal & Juvenile Justice Planning, is a proud recipient of Second Chance Act Youth Offender Reentry Program funding from the Office of Juvenile Justice and Delinquency Prevention (OJJDP). This grant funding supports statewide coordination and planning for Iowa’s juvenile justice reentry system to ensure youth are successful and thriving upon reentry/return into their communities.

The Iowa Department of Human Rights is hiring two part-time summer AmeriCorps members to serve as Youth Development Specialists. This role will assist with the development and implementation of multiple youth initiatives, including the Youth Justice Council, NYTD Ambassadors, and Youth Action Squads and advancing authentic youth engagement within state agencies (job description: https://bit.ly/3uYW8lI). The Iowa Youth Congress (IYC) provides an opportunity for high school students from around the state to discuss issues that affect youth and develop legislative ideas. Students from diverse backgrounds learn about state and local government, advocacy, and civic engagement and gain valuable leadership skills such as public speaking, problem solving, and debate. IYC is modeled after the Iowa House of Representatives and accepts up to 100 high school participants.
