RE: Community-Based Education & Digital Equity Proposal – Prompt Minds Academy
Dear Congressman Thanedar,

My name is Odell Rowan Jr., and I’m the founder of Rowan’s Consultants, a grassroots business development agency in Detroit committed to building economic opportunity from the ground up. I’m writing to formally present a proposal that speaks directly to your vision for education equity, digital access, and workforce innovation in Michigan’s 13th District.

Prompt Minds Academy is a bold, youth-focused tech education program designed to close the digital divide in Detroit Public Schools, train students in AI, coding, and entrepreneurship, and create a direct pipeline to tech jobs and small business creation right here in our city.

The statistics are undeniable:
- 70% of Detroit school-age children still lack reliable internet at home
- Many DPSCD students still do not have a dedicated learning device
- Fewer than 60% of Michigan high schools offer computer science
- Over half of new teachers feel unprepared to use technology in classrooms

Prompt Minds Academy is built to solve these problems — permanently.

Our proposal outlines a 4-year plan to distribute devices and internet, roll out hands-on AI and coding education, train DPSCD teachers, and directly connect Detroit students to the tech-driven future. We’re respectfully requesting $7.1 million in federal funding to power this initiative, which will impact over 50,000 students and 2,800 teachers districtwide.

Congressman, this project reflects the very mission you’ve championed — bridging the homework gap, empowering communities through technology, and opening doors that have been closed for too long. Your leadership in creating the Digital Literacy and Equity Commission inspired this effort. With your support, Prompt Minds Academy can become a national model for turning policy into progress.

Access in District 3!

🍏🥦 Did you know? Access to healthy, affordable food and understanding consumer rights are vital to the well-being of our community in Detroit’s 3rd District. Whether it’s making informed decisions at the grocery store or standing up for fair business practices, we all deserve to thrive.

📢 Here’s what I’m working on:

Partnering with local organizations to host food drives and educate our community about consumer protections when shopping for groceries.
Fighting for better food access for all families, especially in underserved areas.
Supporting local businesses to ensure we’re not only consumers but active participants in our local economy.
As your voice on the city council, I’ll keep pushing for better access to affordable food and consumer rights protections to help you and your family live well. We deserve better!

Big News!
I’m honored and excited to announce that I’ll be sworn in as Sergeant at Arms and Coordinating Secretary for the Detroit 9th Precinct Community District Board! 🙌🏽

This is an important step in my journey to better serve our community and work toward lasting change. I’m ready to take on this responsibility and keep pushing for the improvements we need in the 9th Precinct and beyond. Thank you to everyone who has supported me so far—this is just the beginning!

My campaign for Detroit's 3rd District City Council is about bringing real change to our community by addressing the critical issues that impact our daily lives. As a lifelong resident of Detroit, I've seen firsthand the challenges we face, from rising crime and drug use to the lack of job opportunities and reliable transportation. I am passionate about improving education, reducing drug usage in our neighborhoods, and fostering better police-community relations.

Through my nonprofit work, I've helped countless youth and their families gain meaningful employment, and now I want to expand these efforts to provide job training programs that give people the skills they need to thrive. I’m also committed to giving young entrepreneurs the tools they need to build successful businesses and help our community prosper.

My campaign, 'Power to the Polls. Odell Rowan, the Pulse of the People,' represents a fresh, urban vision for our district's future. I believe in listening to the community, advocating for real solutions, and proving that no obstacle is too great to overcome. Together, we can build a safer, stronger, and more prosperous Detroit."
