Diamond Springs – El Dorado Fire Protection District and El Dorado County Fire Protection District continue to move forward in annexation discussions. A critical step in the process is to develop a Feasibility Study. Both agencies are working with a consultant to complete a study that will provide recommendations to the Fire Districts regarding possible future annexation of the Diamond Springs – El Dorado Fire Protection District into the El Dorado County Fire Protection District. If both agencies combine, will the communities be better served? Will fire services gain capacity in staffing, facilities, apparatus, other resources, and overall capabilities? Are there duplications that can be reduced or processes that can be streamlined? These are questions that will be answered in this feasibility study. This study is a required step in the El Dorado County Local Agency Formation Commission (LAFCO) application process for special district annexations.

The Feasibility Study will:

review community characteristics, current services, and community expectations for service.

complete a risk assessment of the area served.

measure the systems historical performance.

develop draft performance measures.

complete an overall evaluation of the delivery system.

perform a fiscal analysis of an annexation’s practicality.

Both agencies will support information gathering and analysis while the study is being completed. This process is expected to take two to three more months. When this study is completed, it will accompany a formal application to LAFCO to move forward with required reviews, hearings and ultimately landowner approvals
