What the City of Dickinson should expect:

Rain (primary threat)
A Flood Watch is in effect for the City of Dickinson through 7 a.m. Wednesday. We have a possibility of 3โ€“6 inches across the Upper Texas Coast into east-central Texas, the usual areas are expected to hold high waters. Highest risk is along and east of I-45; Dickinson sits in that corridor. Heavy rainbands can produce 1โ€“3 inches in a short time and flood streets, low spots, and Dickinson Bayou. Additional showers are possible Wednesday from remnants.

Wind
Dickinson is not in the core of tropical-storm-force winds. Expect breezy conditions, generally 15โ€“30 mph with higher gusts in rainbands. A slight westward track shift could bring stronger gusts, but sustained tropical-storm winds are more likely east of here (Chambers County, Bolivar, High Island). Tropical Storm Warnings cover parts of Galveston County (especially coastal/eastern zones).

Surge / coastal water
Storm Surge Warning is from High Island to the Cameron/Vermilion line, with 3โ€“5 feet possible along the immediate coast there. Dickinson and Galveston Bay should see lower surge (on the order of 1โ€“3 feet in vulnerable, low-lying spots), plus ponding if rain coincides with higher tides.

10 am Edouard Update: Tropical Storm Edouard continues to gain strength as it tracks towards the coast. The storm now has sustained winds of 50 mph with gusts up to 65 mph and is expected to be a strong tropical storm at landfall. As for the landfall location, it will likely be a little farther east of us closer to Louisiana. The storm this morning took more of a sharp northerly turn that brought the system closer to the coastline. But the most recent movement of Edouard has been more westerly, so these bobbles can still influence when and where the storm makes landfall and how strong it is.

STAY WEATHER AWARE

Tropical Depression 5 has strengthened into Tropical Storm Edouard. It is expected to make landfall late Tuesday morning bringing heavy rain and gusty winds to part of Southeast Texas.

UPDATE: Tropical Storm Edouard is forecast to move inland over eastern Texas on Tuesday, prompting tropical storm, storm surge, and flood warnings across the Texas and Louisiana coasts. Though short-lived, the system's primary threat is severe flash flooding, with 3 to 9 inches of rain expected to drench areas including the Houston metro. Coastal residents should also prepare for 40 mph wind gusts and a potential storm surge of up to 4 feet.
