The Carroll Township Police Department would like to remind residents that beginning June 5, 2026, Pennsylvania law enforcement officers will begin issuing citations under Paul Miller’s Law, the Commonwealth’s hands-free driving law. The law took effect on June 5, 2025, with a one-year warning period that ends this week.
Paul Miller’s Law makes it illegal for drivers to use a handheld cell phone or other interactive mobile device while operating a motor vehicle. This includes texting, making calls, scrolling social media, browsing the internet, taking photos, or holding a phone in your hand while driving. The law also applies when stopped at a red light, stop sign, or while sitting in traffic.
Drivers may continue to use hands-free technology, including Bluetooth, and voice commands. An exception exists for contacting emergency services when necessary.
Beginning June 5, 2026, violations may result in a $50 fine, plus court costs and other associated fees. Officers can stop a driver solely for violating this law.
Named in memory of Paul Miller, who was killed by a distracted driver in 2010, the law was enacted to reduce distracted driving crashes and improve safety on Pennsylvania roadways.
