“My DMV Experience”
If you’re planning to travel or need your updated license or registration, be prepared to devote an entire day to the DMV. Bring water, snacks, lunch, and whatever helps keep your stress down—because you’ll need it.
I’ve been trying to update the address on my Smart ID license and pay my vehicle registration with the new address included for 4 months now... Today I spent from 10 a.m. to 3 p.m. at the Tulare DMV just to complete a simple address change. I had already attempted to do it online seven different times, but the system refused to accept it, nor send me a code to get a new password. 
I waited 45 minutes just to receive a number, then another hour before being helped. After that, they handed me a code and sent me to the kiosk to complete the process myself. When I finished, the kiosk generated another code, and I waited an additional 45 minutes to pay $37.00 and $0.78 for the updated Smart Driver’s License.
For six weeks, the online system wouldn’t let me log in or send a password‑reset code. While I was at the DMV, they gave me a number for an online specialist who could help with the password issue, but they still couldn’t update my registration address because their computers were down. Closing DMV offices and pushing everything online is incredibly frustrating when the online system doesn’t function. It took nearly an entire day just to get a new ID.
