PRESS RELEASE
On 8/28/25 at approximately 7:06 p.m. the Dover Police Department received a call that multiple subjects had been injured inside a home on E Front St. Officers responded to the area and, for the safety of residents and passing motorists, the neighboring residents were evacuated, and the street was closed. The New Philadelphia / Dover Special Response Team was activated, and a perimeter was established. The Special Response Team secured the residence while officers continued to investigate the call. Investigation revealed that that a male subject lived there alone and the original call was not received from his phone number. We learned of his place of employment and contact was made. He stated that he had been at work for some time and had not made any emergency calls.
The investigation concluded that this was a swatting call, which refers to the act of deliberately reporting a fabricated emergency to provoke an armed law enforcement response.
Due the specialized training and calm demeanor of all officers involved, no one was harmed, and no property was damaged.
For the privacy of the resident, his name is not being released.
Investigation is ongoing of the origin of the initial call.

We would like to thank the residents and motorists for their patience and understanding while this incident was investigated.
We would also like to thank the following agencies for their assistance during the incident:
New Philadelphia Special Response Team
New Philadelphia Police Department
Tuscarawas County Sheriff’s Office
Dover Street Department

Captain Detective Chad Mowrer
c/o Chief Paul Bantum

At 6:22 pm this evening, we received multiple reports of a male subject who jumped from the Wooster Ave bridge into The Tuscarawas River. Multiple departments and dive teams responded for a water rescue. Dover Fire Department Capt. Joe Minochi stated evidence suggests the male subject exited the water and met up with another subject who was with him.

As always, it our duty to protect our community. At this time, our main concern is the safety of the person in question.

If you have information on this person, their identity and can confirm he made it out of the water safely, please call 330-364-5533.
