Rob Coupe was sworn in as Delaware’s first Ma*****na Commissioner on July 17, 2023. As Commissioner, Coupe oversees the Office of the Ma*****na Commissioner (OMC), the regulatory agency responsible for implementing and enforcing the Delaware Ma*****na Control Act, which became effective on July 5, 2023. The primary mission of the OMC is to supervise the adult-use recreational ma*****na industry, with a focus on safeguarding public health, deterring underage usage, and generating tax revenue.
Coupe has spent over thirty-eight years serving the citizens of the State of Delaware, most recently as the Chief of Staff at the Delaware Department of Technology and Information (DTI), before that as the Chief of Staff for the Delaware Department of Justice (DOJ), as the Cabinet Secretary for the Delaware Department of Safety and Homeland Security (DSHS) and as the Commissioner for the Delaware Department of Correction (DOC).
Coupe started his career with the Delaware State Police (DSP), retiring after 28 years of service to the Division. He served as the Superintendent at the rank of Colonel during his last 3 ½ years of service with the DSP.
Coupe attended the FBI National Academy 211th Session and the FBI Leadership in Counterterrorism Pacific Program. He earned a Bachelor’s Degree in Criminal Justice from Wilmington University and an Associate Degree in Mechanical Engineering from Delaware Technical and Community College.
