Today is Direct Support Professionals Day in Delaware!

Our DSPs are an essential part of the healthcare workforce, providing care for those with intellectual and developmental disabilities 24/7/365. I want to thank Governor Meyer for seeing their importance, and backing that up with some very important funding, as seen in the FY 2027 Recommended Budget.

There is a significant amount of uncertainty surrounding medicaid-funded services like those offered by some of our community-based providers. Cuts to medicaid, constant changes in work requirements, and scrutiny for Home and Community-based services have caused ripple effects that can be felt throughout Delaware.

Across our state, from Seaford to Wilmington, you’ll find patients in need of DSPs, and DSPs who want to support them. But without funding, they’re barred from providing their essential care to those who desperately need it.

It is so important, now more than ever, that we continue to protect our DSPs and ensure that our future funding efforts include them. We simply can’t afford not to.

🌱 Cover crops are an investment in healthy soil.

Last week, Rep. Kendra Johnson, Toby Hagerott of WPHS Penn Farm, and the NCCD team discussed the value of cover crops.

Delaware’s cover crop program is already one of the strongest in the nation—second in total acres planted—and that success didn’t happen by accident. It’s the result of consistent, long-term investment that farmers can count on year after year.

Committed funds build on that foundation. It allows the District to expand participation, reach more acres, and keep Delaware at the forefront of environmental conservation and preservation of open space.

Cover crops are also an investment in the soil that:
🌎 Reduce fertilizer needs, which is especially critical right now as global instability has driven input costs sharply higher
🌱 Improve soil health and water retention, leading to more resilient landscapes, including those downstream during extreme rain events
💲 And ultimately put dollars back into farmers’ bottom lines at a time when commodity prices are at extremes, helping to prevent farmland from being sold

Investment in cover crops is investing in a proven system that delivers both economic and environmental returns for New Castle County and Delaware.

For many of us, renting has been a part of our story. Moving is already stressful enough between the packing boxes, coordinating timelines, and settling into a new chapter. The last thing families should have to worry about is confusion over something as simple as returning their keys after their lease ends.

My HB 217 came from a simple but important conversation about the uncertainty many tenants face when leasing offices are closed on weekends or holidays. Currently, Delaware law does not clearly explain how or when keys should be returned. Unfortunately, that lack of clarity has led to confusion, unexpected fees, and unnecessary stress for renters in the past. HB 217 helps establish clearer guidance for both tenants and landlords so everyone understands the process and is protected by a more defined system.

Tardive Dyskinesia is a neurological condition, sometimes caused by the long term use of antipsychotics, that causes uncontrollable movements of the face, torso, and/or other body parts, and affects approximately 800,000 people in the United States. This condition can have major impacts on one’s wellbeing, often impeding on daily life.

It must be said that antipsychotics are not inherently dangerous. All medicines have their risks as well as their benefits, and antipsychotics can be a necessary part of one's treatment.Though steps have been taken to shine light on this issue, we still have a long way to go.

I was proud to bring attention to this before my colleagues with SCR 184, which designates May 3-9, 2026 as Tardive Dyskinesia Awareness Week in Delaware. Awareness leads to earlier recognition and increases in resources, something we can all support.

Around this time last year, Delaware County, PA issued a disaster declaration to help communities find alternative emergency medical services after Crozer Health filed for bankruptcy, and promptly closed Crozer-Chester Medical Center and Taylor Hospital. I was one of the thousands of patients affected by this closure, and I refuse to let my community in Delaware suffer like my community in my hometown Chester still is.

Yesterday I joined my colleagues Sen. Spiros Mantzavinos, Sen. Marie Pinkney, and Rep. Nnamdi Chukwuocha in announcing two monumental pieces of legislation, one of which will ensure that there are necessary safeguards put in place to avoid a catastrophic hospital shutdown like we saw happen in Delaware County.

Sponsored by myself and Sen. Mantzavinos, SB 313 would protect Delaware’s nonprofit acute care hospitals from acquisition or control by for-profit entities during a temporary moratorium period. And sponsored by my colleagues Sen. Pinkney and Rep. Chukwuocha, SB 13 would create a uniform, statewide standard ensuring that low- and middle-income Delawareans can access free or reduced-cost hospital care, regardless of insurance status.

Thank you to Gov. Matt Meyer, Rep. Melissa Minor-Brown, and Rep. Kerri Evelyn Harris for supporting this important legislation. Let’s get these bills passed and put into action!
