In the early morning hours, Daily State News at baytobaynews.com pubished an editorial written by Chief Thomas A. Johnson Jr. In it, the Chief attempts to give the public the impression that the Dover Police Department is operating smoothly and without issues. This is misleading and does not reflect how the overwhelming majority of officers within the agency truly feel.
After 41 years in public service, Chief Johnson Jr. should understand that when 93% of your workforce expresses no confidence in your leadership, you are doing more harm than good. He has demonstrated that he is unable to fulfill his responsibilities as Chief of Police. We have made it clear that he can no longer represent or lead us. Instead of focusing on what is right for the department, he seems more concerned with holding onto his position—and the paycheck that comes with it.
It is no coincidence that Chief Johnson Jr. wrote this opinion piece shortly after being denied the opportunity to speak at our 100th Anniversary Gala. His editorial was nothing more than a self-serving attempt to promote himself, deflect from the real issues, and protect his own image. Sadly, this behavior is consistent with his leadership style—where he portrays himself as the smartest person in the room while ignoring the concerns of his officers.
The exceptional work being done by the men and women of the Dover Police Department happens not because of Chief Johnson Jr., but in spite of him. Our officers are committed to professionalism and doing the right thing, regardless of the lack of support from our so-called leader.
If Chief Johnson Jr. truly cared about the wellness of his officers and the health of the agency, he would recognize the damage he is causing and step aside. We deserve a leader who is held to the same standards of accountability as the people we serve. Instead, Chief Johnson Jr. demands accountability from those beneath him while avoiding it himself—even as complaints have been filed against him. If these same allegations were lodged against any of his subordinates, they would have been placed on Administrative Leave, pending the outcome of the investigation, yet he is apparently above that process.
The officers of the Dover Police Department deserve a leader they can trust, who invests in their well-being, and who earns their confidence. Chief Johnson Jr., stop putting your own interests first. The City of Dover and its police officers deserve better, and the only path forward begins with your resignation.
