I was deeply saddened to hear of the passing of former Wilmington Mayor Mike Purzycki. Mike was a dedicated public servant who contributed deeply to Wilmington and our entire State, and leaves behind a lasting legacy. My thoughts are with his family.

Today I had the honor of joining former students of the Hockessin Colored School 107 and current students of HB DuPont Middle School, along with many other of our State’s leaders to celebrate Brown v. Board of Education.

Brown was of course a monumental Supreme Court decision that ended the legal regime of de jure segregation in our public schools. This is a decision that would echo in my own life, as the child of two Black public educators. In fact, I attended kindergarten in a segregated public school in North Carolina. Despite Brown being decided in 1954, that school never desegregated before its closure in 1969, a reminder that people and legal forces worked for years against desegregation.

For Delaware, Brown is especially meaningful. Delaware’s contribution to Brown began at the Hockessin Colored School, where Shirley Bulah, a student, was denied transportation because of her race. On her behalf, Louis Redding sued the State, resulting in Delaware Chancellor Collins Seitz issuing a decision immediately ending segregated schools in Delaware - two years before his ruling was upheld by the Supreme Court in Brown.

I want to thank the folks who are keeping this important history alive at the former Hockessin Colored School, in the National Parks Service, and in New Castle County and State government who have supported their work.

NEWS: State Auditor Lydia York Announces New Deputy Auditor of Accounts

Delaware Auditor of Accounts Lydia E. York announced the naming of a new Deputy Auditor of Accounts today following the retirement of former Deputy Auditor Robert Sisk. Scott G. Sipple Jr. was elevated to the position after a career in government auditing that culminated as an Administrative Auditor in the Delaware Office of Auditor of Accounts (AOA).

Sipple began his career in public accounting specializing in government audits in 1998 and became a licensed Certified Public Accountant in 2001. In 2015, Sipple transitioned from the private sector to Delaware State Government, where he served in the Delaware Department of Finance Division of Accounting and the Delaware Department of Health and Social Services Division of Management Services (now Office of the Secretary). In 2023, Sipple was hired by AOA as an Administrative Auditor, where he managed engagements including the statewide Annual Comprehensive Financial Report, Single Audit, Department of Labor Division of Unemployment Insurance, and school district audits.

“I want to thank Robert Sisk for his leadership and guidance to our staff and his dedicated service to the State of Delaware. AOA was lucky to have him, and I wish him the best in retirement,” said Auditor York. “I am thrilled to announce Scott Sipple as my Deputy Auditor and Robert’s worthy successor. Scott is one of the most skilled and experienced government auditors in our State. His work has been invaluable to our efforts to rebuild AOA as a force for government oversight. I am confident that Scott’s leadership will help us achieve ambitious goals of completing more audits and increasing transparency and accountability across Delaware.”

NEWS: Delaware State Auditor Issues Investigation Into Marydel Volunteer Fire Company

The Delaware Office of Auditor of Accounts (AOA) issued an investigatory report today following allegations of financial misconduct by the former president and treasurer of Marydel Volunteer Fire Company (MDVFC) in Kent County. In the report, auditors fully or partially substantiated four allegations out of a total of ten and made recommendations to MDVFC, Delaware State Fire Prevention Commission, and Controller General to help prevent future abuse of State resources.

“The abuse of State and County resources at MDVFC directly took money away from its intended purpose of saving lives,” said Delaware State Auditor Lydia E. York. “This funding is awarded every year to give our first responders the tools they need to carry out their mission. This office expects good fiscal stewardship of State funds, and when allegations of misconduct are brought to our attention, we will respond.

“The behavior of individuals at MDVFC documented by AOA auditors is fully preventable with strong regulations and internal controls. MDVFC also receives significant funding from the State of Maryland, all of which must be segregated and reported on annually, requirements that the State of Delaware lacks. The recommendations made in this report would go a long way towards preventing further abuse of State resources.”

Today the State Auditor's Office issued two audits of the Delaware State Housing Authority (DSHA): a financial statement audit of the Authority and a uniform guidance single audit of the Authority's federal awards.

DSHA is a public corporation that helps provide quality, affordable housing opportunities to qualifying Delawareans, including home ownership, rentals, and housing rehabilitation. DSHA programs are funded through mortgage-backed security purchases, State & Federal grants and through the State sponsored Housing Development Fund.

In FY25, DSHA's ending net position was $732,459,779, including governmental and business-type activities. DSHA's assets include mortgage loans, cash and investments, and escrow deposits.

Both audits contain unmodified, or "clean" opinions. The financial statement audit includes two findings, including a finding for timeliness of presentation of financial statements. The single audit includes 8 findings, 6 of which are repeat findings from FY24.

Today the State Auditor’s office and the Delaware Division of Accounting officially kicked off the fiscal year 2026 Annual Comprehensive Financial Report (ACFR) process with a meeting of fiscal and compliance officers from all of State government.

The ACFR is the official presentation of the the State of Delaware’s financial position and fiscal health. Delaware residents, investors, creditors, lawmakers, and State leaders can use the ACFR to assess how our money is being spent, as well as program compliance with government accounting procedures.

The ACFR is a large project that involves every part of State government, and begins even before the fiscal year ends. The FY26 ACFR is expected to be issued in late 2026.

Audit findings help our government make a plan to improve processes, create efficiency, and bring programs into compliance.

The FY25 Single Audit, issued last week, contains 26 findings, including 15 repeat findings from FY24. These findings range from employee timesheet reporting to procurement to program documentation. An important part of the audit process is presenting findings to management and receiving a response and a corrective action plan.

In addition to programs with findings, 11 major programs audited in the FY25 Single Audit received an unmodified, or "clean" opinion.
