The Draper City Police Department began patrolling the streets of Draper on July 1, 2003. The Salt Lake County Sheriff's Office had contracted with the City for policing services prior to Draper's own police force being started. Draper Police started with 23 sworn officers and 4 support staff in 2003. In 2014, the Draper Police Department has grown to 40 sworn officers and 10 support staff. Draper

Police officers are on duty 365 days a year, 24 hours a day and handle any call for service or crime that is reported. We are here to serve the residents, businesses and anyone visiting Draper City. He started with Draper City Police in August 2012. Prior to Draper, Chief Roberts was the Chief of Police for Menlo Park (CA) Police Department. As summer gets underway, we're entering Utah's 100 deadliest days — the period between Memorial and Labor Day where fatal car crashes, distractions, speeding, and impaired driving are at their peak.

In an effort to make Draper City a safer place, our traffic unit will be conducting a safe road initiative. This next week, we will be enforcing red light violations due to multiple accidents around our city for this reason.

Buckle up, drive safe, and help us prevent injuries and fatalities this summer.

Draper Police Department hosts our annual Youth Police Academy to qualified Draper City youth ages 11 - 14 each summer. During the week, we train on law enforcement subjects and have many hands-on team-building exercises. This is a great opportunity for middle-school-aged youth to understand more about the law enforcement profession.

National Police Week is both a time of solemn remembrance and a celebration of the men and women who serve with integrity and bravery every day. It reminds us that behind every badge is a story of service, sacrifice and family.

Earlier this week, the Draper City Police Department held its annual recognition of excellent work by police officers, staff, and volunteers from the past year. As a City, we're extremely grateful for the hard work, dedication, and sacrifice made by the members of the Police Department to keep our community safe.

In addition to changes to the law related to e-motorcycles effective May 6, 2026, the Utah State Legislature approved changes related to e-bicycles, motor-assisted scooters, and other motorized vehicles and devices. Quick Definitions

• Class 1 E-Bike: Pedal assist only, max 20 mph
• Class 2 E-Bike: Throttle + pedal, max 20 mph
• Class 3 E-Bike: Pedal assist only, max 28 mph (must have speedometer)
• Motor-Assisted Scooter: ≤2000W, max 20 mph (sitting or standing). Over 20 mph may be considered as an electric motorcycle.
• Self-Balancing Electric Skateboard: One wheel, max 20 mph.
•Electric Personal Assistive Mobility Device (e.g., Segway, hoverboard): ≤750W, max 12.5 mph.
•High-Powered Electric Device: A self-propelled vehicle, other than a motor vehicle, that goes >20 mph by electric motor (includes modified e-bikes).

Key New Rules

Age & Supervision

• Under 8: Cannot operate motor-assisted scooters or e-bikes on any public property with the motor on.
• Ages 8–15 Motor Assisted Scooters: No adult supervision required for motor-assisted scooters on streets, but starting May 5, 2027, can operate on streets only if under direct adult supervision or if they have a Personal Electric Vehicle Safety Certificate (required starting May 5, 2027).
• Age Restrictions for E-bikes:
o Anyone under age 16 may not operate a class 3 e-bike on streets
o Under age 14 requires parent or guardian supervision for operation of class 1 or 2 e-bikes on streets
o Beginning May 5, 2027, ages 8-15 will require parental or guardian supervision or a Personal Electric Vehicle Safety Certificate to operate on streets.
o 16+: No adult supervision required.
• Under 16 Other Motorized Vehicles: Those under age 16 cannot use high-powered devices or electric personal assistive mobility devices on streets without direct adult supervision.

Where You Can’t Ride

• In Draper City, motor-assisted scooters, Class 2 and 3 e-bikes, and e-motorcycles are not allowed on trails, paths, in parks, or on other public property. Motor-assisted scooters are prohibited by state law in public parking structures, freeways, and areas where bikes are banned.
• Personal assistive devices are banned on 4+ lane roads unless in a designated bike lane.

Safety & Operation

• Max speed for motor-assisted scooters: 20 mph.
• No carrying extra passengers beyond vehicle design.
• No modifications that increase speed (slowing mods are OK).
• Helmet required (CPSC or DOT) for anyone under 21 on e-bikes, motor scooters, or high-powered devices on streets.

Enforcement

• Owners may be liable if a minor operating the vehicle violates the law
• Police officers can confiscate e-bikes for violations.

Law enforcement agencies in Utah and nationwide are frequently responding to issues with youth operating e-motorcycles illegally and often recklessly. Draper is no exception. There has been a rise in accidents and property damage involving e-motorcycles. The Draper Police Department is very concerned for the safety of young people driving these vehicles and those who may be harmed by their actions.

In the 2026 legislative session, the Utah Legislature made some changes to state law regarding these vehicles. These changes take effect today, May 6, 2026. Please be aware of the following definition of an e-motorcycle and related legal requirements, and make sure that if you own such vehicle(s), you discuss appropriate use with all operators.

An e-motorcycle:

• Has a power rating of more than 750 watts; or
• Can exceed 20 MPH using the power of the electric motor alone

Operators of an e-motorcycle must meet all the requirements applicable to a motorcycle, including the following:

• Must be 16 years or older
• Must have a valid driver’s license with a motorcycle endorsement
• The vehicle must be registered and carry auto insurance
• If under age 21, the operator must wear a Department of Transportation-approved helmet
• Must yield to emergency vehicles

Owners of e-motorcycles who allow minors to operate them can be held liable for the vehicle being driven illegally and for any destruction of property or personal injury caused.

E-Motorcycles are not allowed on ANY Draper sidewalks, paths, park property, or trails. They may be ridden on city streets, if properly registered, or in approved off-road areas, and must follow the same traffic laws as motorcycles, including speed. This will be enforced by Draper PD.

Anyone who observes the illegal operation of an e-motorcycle can report it to police dispatch at 801-840-4000. If there are concerns of immediate harm, call 9-1-1.

In response to a recent increase in injury-related traffic accidents along 12300 South, the department will be conducting enhanced traffic enforcement in this area.

The purpose of this effort is to improve roadway safety and reduce the number of preventable collisions. Drivers are encouraged to exercise due care, comply with all traffic laws, and remain attentive while traveling through the area.
