Further changes to Federal Tuition Assistance (FTA) and Credentialing Assistance (CA) are imminent. These changes will go into effect with the release of the AR 621-5, Army Continuing Education regulation. We don’t have a date for when these changes will go live, but they are expected to go live very soon. Below is a summary of these changes.

Summary of FTA/CA Changes:
1. Officers, O1 – O10, will no longer be eligible for CA.
2. Soldiers will be required to designate a supervisor in ArmyIgnitED when submitting FTA or CA requests.
3. Supervisors listed by a Soldier will receive an email with a link that will take them to a CAC authenticated page in ArmyIgnitED where they will acknowledge their role as a supervisor and they will approve or disapprove the request.
- There will be a timeline for supervisors to approve/disapprove or the request will be deleted.
4. Soldiers with 2 unsuccessful grades in a fiscal year will be suspended from using FTA and CA for 12 months.
5. There will be an appeal process in ArmyIgnitED where Soldiers can appeal their suspension. Soldiers will have 60 days for the request to be fully submitted in ArmyIgnitED.
6. Supervisors will receive an email when Soldiers file an appeal, and they must recommend approval or not recommend approval.

The most important course of action for Soldiers to take with these changes is to APPLY FOR FTA EARLY. The window for FTA applications is up to 60 days prior to the start of a semester and no less than 8 days prior to the start of a semester. If a supervisor has not acted on a request 5 days before the start date on the request, the request will be automatically disapproved and deleted. It will then be too late for the Soldier to submit another application. Soldiers should apply no less than 14 days before the start of classes in order to avoid potential issues.
