I'd like the public to know that the Dublin City Council has decided to do a full rollback of the city's millage tax rate. This will reduce the city's millage rate to 4.60, down from 5.948 last year. The legal ad showing the tax digest and tax rate history will appear in this Saturday's paper.

After reviewing the city's budget and revenues, council members reached a broad consensus that we need to do the full rollback, especially as citizens are facing unexpected expenses with Hurricane Hellene recovery.

On a side note, I've already received calls and messages about the Dublin City School System's tax millage rate. I want to emphasize that the Dublin City Council has no vote on the school system's rate. You have to talk to your elected school board members to share your opinion with them -- the decision on the school tax rate is in their hands.

The City of Dublin's goal is to deliver responsive and transparent local services at the lowest tax rate possible. As we recover from Hurricane Hellene, we will do everything possible to continue quality growth in the Dublin community.

Day six relief effort update for the City of Dublin

+Water is fully restored to normal usage.

+Grocery stores, restaurants, gas stations, and laundromats are almost all back online.

+Power is approaching 95% restored, although there are some areas that Georgia Power continues to work on.

+All major roads are clear and most of the neighborhood streets are also passable.

+City trucks are picking up debris from the roadside and trash pickup service is functioning normally at this time.

+We still have food and water distribution sites and charging stations available for the public.

I'm thankful for all the city staff who worked overtime under difficult conditions to restore city services to our community.

I'm also grateful for the tremendous positive example set by our community. When the situation got tough, almost everyone remained calm and asked how they could help. I think it's important to remind ourselves of how much good there still is in the world.

We will continue to work with the county and the EMA to provide assistance in any way we can, as many people throughout Laurens County are still struggling. We are all in this together.

This will likely be my final update on the relief efforts. For continuing updates please follow Dublin Laurens County Emergency Management Agency and The City of Dublin . It has been an honor to serve our town during this difficult time.

Update for Monday. Our #1 priority continues to be life safety and medical care. As of this morning, all nursing homes in Dublin were on stable power sources. This afternoon, volunteer teams coordinated with the City to do safety checks and food delivery to seniors living in senior apartments in Dublin. Please continue to check on your neighbors, because relief is going to take all of us working together.

WIth only one water plant operating, we are still under water conservation. Please hold your laundry until our second plant is operational. No landscape irrigation and use water for essentials only. Car washes and laundromats remain closed in Dublin.

Today, linemen from Georgia Power and Alabama Power used boats to access the Oconee River pumps and power poles that were damaged in the storm. I appreciate them going the extra mile, and we are hopeful to get the Oconee River plant back up and running in the near future.

Georgia Power indicates that Dublin should be almost 95% restored power by Wednesday evening. As they work towards this goal, the City continues to coordinate with churches to provide food to neighborhoods without power. Also, Oconee gym and Stubbs gym will be open tomorrow from 4:30 to 8:30 for air conditioning, charging stations, and youth free play.

For important updates regarding the Dublin City School System food service and opening dates, please follow Dublin City Schools GA. For updates on county-wide emergency response, please follow Dublin Laurens County Emergency Management Agency.

Several people have asked about FEMA relief. Last Thursday morning at 11 am (before the hurricane arrived), I signed a Declaration of Local Emergency for Dublin, as did the Governor for the State of Georgia and County leadership for Laurens County. These actions activated the local emergency operations plan and opened us up to FEMA resources, such as generators and supplies.

Governor Kemp has now requested President Biden to declare Laurens County a "Major Disaster" area, which will open up financial relief directly to residents. The White House hasn't acted on that request yet, but we hope it comes through soon. The local Dublin Laurens County Emergency Management Agency will keep everyone updated on any details when that happens.

I spoke with Chief Moon this afternoon and he has approximately 20 officers on active patrol duty at all times and is bringing in an additional 4 for checking on locations without power tonight. There will be zero toleration for criminal mischief in Dublin.

All day long, the Dublin Laurens County Emergency Management Agency team has been receiving offers of help from volunteers, churches, and businesses. There's a lot of people struggling with lack of shelter, water, and reliable food sources -- The strength of a community is not primarily in its government but in its people, so please keep up the good works!

City of Dublin: Please limit your water use to essential use only until Georgia Power gets the second water pump back up. No car washing, no landscape irrigation. Please keep showers short and save laundry until we're fully restored.

CITY OF DUBLIN WATER UPDATE

The City of Dublin water status remains the same.

Here's what we know:
-OUR COMMUNITY IS STILL UNDER A WATER CONSERVATION ORDER AS WE WORK TO RESTORE FULL WATER CAPACITY
-The City has not officially run out of water. It remains stable but critical.
-The City is maintaining pressure, although it may not be full pressure
-Georgia Power is actively working to restore power to city pumps

Please remain patient as we work round-the-clock to help partners restore utilities.

Sunday Update on the The City of Dublin response to Hurricane Helene.

Thank you to the churches and volunteers who provided food, drinks and charging stations for hard-hit neighborhoods today. We saw the Christian spirit in action in Dublin, with neighbors helping neighbors. I also appreciate the dozens of city employees who spent their Sunday away from their families in service to the community.

With the help of volunteers, the City started safety checks on seniors and special needs residents of Dublin. We are going door to door to make sure that they have the help they need. Please help out by checking on your elderly neighbors to ensure they are okay.

City garbage pickup will start tomorrow on the regular schedule wherever the routes are passable.

City Hall will be closed through Wednesday.

Municipal Court for this Wednesday has been canceled

Reliable Information. Please follow Dublin Laurens County Emergency Management Agency for updates on countywide response. This page will be your best source for up-to-date, reliable information. Our county administrator, Bryan Rogers, has just posted a video with lots of information. Our community agencies had an all- hands-on-deck meeting this afternoon to directly share information and resources.

Water. The city's water system is now stable. Please continue to conserve water until we get the second water plant back open. Boiling water is not necessary. As soon as the second water plant is going, we will restart our industrial and heavy commercial use.

Power. Even as I write this message, lights are coming on in more parts of town. Several areas, however, may experience two to three more days of power outage.

Trees and Limb Removal. If you're hiring a contractor to remove trees or limbs for you, please remember they must take the debris to the Laurens County Landfill. The City is not able to pick up large limbs and tree sections.

Neighbors. It was heartening to see so many churches and volunteers come out today to help their congregations and neighbors. Dublin took a big hit, one of the worst in its history, but our people have responded with incredible generosity and kindness. Recovery will take a long time, but we are up to the task.

Update on water and power for the City of Dublin. In the last few minutes Georgia Power has restored power to one of the city's two water plants. The other is still out but they're working on it.

Earlier today we turned off water service to laundromats, car washes, and our large industrial users. Please continue to conserve water -- essential use only-- as we get our tanks filled back up and meet critical demand, such as at the hospital.

Power is slowly but steadily coming back on around Dublin. This progress will continue through tonight and the next few days. Please be patient as everyone is working as hard as possible under difficult circumstances.

We owe a lot of thanks to our city, county, and power company employees who are working to help restore the community, even as many of them have their own families and property that have been impacted as well.

Finally, thank you to Liberty Church and Holy Smokes for providing lunch today for both the city and county disaster relief teams.

We appreciate all the people and churches in the community who are pitching in to help their neighbors in a thousand different ways large and small.

Last update for today: if you are on City of Dublin water, please use only for essential purposes. We've got water in our reserve tanks, but we need to conserve and be cautious until Georgia Power can get the well and river pumps back going. Until we confirm the power is back to the system, please do not run the dishwasher, do laundry, or keep faucets/showers running. We'll let you know as soon as the pumps are back on.

Georgia Power is sending additional crews tomorrow and City departments will be back working on road clearance first thing in the morning. Again, please avoid driving in any areas with downed lines or trees and stay away from working crews.

I've seen many inspiring acts of kindness from Dubliners today, neighbors helping neighbors all over town. This difficult time has brought out the best in our community-- let's keep it up!

City of Dublin crews are continuing to work to clear downed trees and open roads. Most major highways and Hillcrest parkway are now passable, but dozens of local roads are closed. Dangerous conditions exist throughout Dublin's neighborhoods, with over fifty downed power lines and many large trees hanging over lines. Please stay off all side streets until we can get these cleared.

The area around the mall and on Hillcrest parkway does have power, with some food and gas stores operating. The rest of Dublin should not expect power back on soon. Georgia Power will be working continuously, but we do no know how long it will take to get the dangerous power lines off the roads and re-energized.

Thank you to our workers who are putting in long hours through this emergency situation. We served them them a quick lunch today at the police department-- thank you to Southern Heritage for opening early for us and getting all the food ready so quickly. Liberty Church has volunteered to provide their lunch tomorrow, thank you to that congregation for your support.

Please follow The City of Dublin page for updates.
