📢 UPDATE: Duplicate Payment Processing Issue 📢

Following up on our report regarding duplicate payments for property taxes and motor vehicle transactions:

Who is affected: This was a statewide issue (not isolated to Dubuque County). It impacted only e-check payments made on March 16, 17, and 18.

Current Status: A reversal file has been uploaded for same-day processing on 3/23 (Monday). We anticipate that most customers will not see a duplicate charge, as the reversal should have occurred before the transaction settles.

Next Steps: We are currently analyzing the root cause to ensure this does not happen again.

What if I am charged a fee?
Our goal is to ensure no customers incur bank fees or NSF charges. However, if your financial institution does assess a fee due to this error, we are here to help.

UPDATE on duplicate payments:

We continue to monitor the situation concerning duplicate payments for motor vehicle and property tax payments made to the Dubuque County Treasurer Office.

This was isolated to e-check payments and as of right now it looks like we are seeing duplicates from 3/16, 3/17 and 3/18 payments.

The vendor is working on a reversal file to go out today that will be a same day ACH file, thereby offsetting those duplicate payments that are pending today. We ask that customers and/or their banks do NOT return these items as we are working on the correction.

IMPORTANT NOTICE: Online Payment Duplicate Charges

We have been made aware of a technical issue affecting online payments where some accounts have been charged twice for a single transaction. Please know that we are working directly with our payment processor to identify all affected accounts and resolve this as quickly as possible.

What you need to know:
The Cause: A processing error resulted in duplicate pulls for recent online transactions for motor vehicle and property taxes.

The Fix: We are diligently working with the vendor to resolve this issue and minimize further inconvenience to our customers.

Action Needed: At this time, you do not need to contact your bank to dispute the charge, as filing a manual dispute may actually delay the automated refund process.

We sincerely apologize for the stress and frustration this has caused. As more information becomes available regarding the specific steps for those impacted, we will share those updates as quickly as possible.

ATTENTION DUBUQUE COUNTY TAXPAYERS:
Don't let a "Late" Postmark cost you!

Did you know the Post Office changed the rules for postmarks? As of December 2025, dropping your tax payment or vehicle registration in a blue mailbox on the deadline day is no longer a guarantee it will be postmarked on time.

The Problem: Automated postmarks now show when a letter is processed at a regional hub, not when you dropped it off at the post office. This could lead to unexpected late fees on your property taxes or vehicle registrations!

How to stay safe:
✅ Mail it early! Give the USPS a few extra days to process your envelope.
✅ Get a Hand-stamp. If you’re mailing on the deadline, go inside the Post Office and ask the clerk for a "manual postmark." It’s free and serves as proof of mailing!
✅ Use our Drop Box. Avoid the stamps and the stress by using our secure drop box at the Dubuque County Courthouse.
✅ Go Digital. Pay online at https://www.iowatreasurers.org/ for an instant confirmation.
