The Housing & Community Development Department works hard to develop and maintain an assisted housing program that meets the needs of the elderly and disabled while also developing self-sufficiency for families.

Although the City of Dubuque encourages posts and comments on the social media sites managed by the City, the sites are limited public forums

and are moderated by City staff. The City reserves the right to deactivate the comment feature on City-affiliated social media sites, where applicable, at any time without prior notice.

1. A comment posted by a member of the public on any City of Dubuque social media site is the opinion of the commentator or poster only, and publication of a comment does not imply endorsement of, or agreement by, the City of Dubuque, nor do such comments necessarily reflect the opinions or policies of the City of Dubuque.

2. Comments containing any of the following inappropriate forms of content shall not be permitted on City of Dubuque social media sites and are subject to removal and/or restriction:
a. Sexual content or links to s*xual content;
c. Comments not related to the original topic;
d. Content that promotes, fosters or perpetuates discrimination on the basis of race, creed, color, s*x, national origin, religion, familial status, age, s*xual orientation, gender identity, marital status or mental or physical disability;
e. Defamatory or personal attacks;
f. Threats to any person or organization;
g. Comments in support of, or in opposition to, any political campaigns or ballot measures;
h. Solicitation of commerce, including but not limited to advertising of any business or product for sale;
i. Conduct in violation of any federal, state or local law;

l. Content that violates a legal ownership interest, such as a copyright, of any party.

3. The City of Dubuque reserves the right to deny access to City of Dubuque social media sites for any individual who violates the City of Dubuque Social Media Comments Policy, at any time and without prior notice. The City reserves the right to restrict or remove any content that is deemed in violation of this social media policy or any applicable law.

The Housing and Community Development Department is now accepting applications for the Fiscal Year 2027 (FY27) Purchase of Services Grant Program.

The program provides support for human service programs in Dubuque that further the City’s goals, objectives, and priorities. Not-for-profit and faith-based organizations located in the city providing year-round human services programs are eligible to apply.

Applicants can request a minimum of $2,500 and a maximum of $25,000 per program. The City will contribute no more than 75% of the total project cost.

Grant guidelines and the application form are available at www.cityofdubuque.org/POSG. Applications are due by 5 p.m. on Friday, May 1.

Haverland Named City of Dubuque Housing and Community Development Director

Dubuque City Manager Mike Van Milligen has named Maddy Haverland the housing and community development director for the City of Dubuque. Haverland has been a member of the housing and community development department for 13 years and currently serves as the City’s urban development and housing rehabilitation project manager.

“Maddy has continuously taken on new challenges in her career in the City, and she brings experience and partnerships with her into this new role,” said Van Milligen. “She has proven herself to be a strategic and compassionate leader dedicated to community development and housing and I am proud to appoint her to this leadership position.”

As housing and community development director, Haverland will direct the operations and activities of the department, which include inspection and construction services; housing programs for homeowners, landlords, and renters; and community development programs.

“Public service is my vocation, and I’m honored to step into this role serving the community I care so deeply about,” said Haverland. “Having spent the last 13 years working across every division of housing and community development, I’m excited to lead a talented team with a focus on trust, collaboration, and community-centered solutions as we address Dubuque’s housing challenges.”

Over the last 13 years, Haverland has held a position in every division of the department. She has served as urban development and housing rehabilitation project manager since 2022. Other roles she has held are: community development specialist, grants project manager, general housing specialist, lead inspect/risk assessor, and family self-sufficiency coordinator. Before joining the housing and community development department, she served as assistant director of the Multicultural Family Center for three years and was an AmeriCorps Volunteer for two years. Haverland earn a bachelor’s degree in sociology from Loras College.

Housing and community development department functions include property maintenance and nuisance code enforcement, rental housing licensing and inspections, federally assisted housing stability and self-sufficiency programs, federally funded housing rehabilitation and hazard reduction programs, Community Development Block Grant (CDBG) activities, and community development partnerships.

Haverland replaces Interim Housing and Community Development Director Sandi Fowler and will transition to the new role in the coming weeks.

The next Successful Rental Property Management (SRPM) training session will be held on Thursday, March 19, from 8:30 a.m. - 4:30 p.m. at the Northeast Iowa Community College (NICC) Town Clock Business Center, located at 680 Main St. in Dubuque.

This training is intended to help rental property owners and managers better understand applicable laws and regulations associated with owning or managing residential rental properties. Presenters include local attorneys and City of Dubuque staff from the police department, housing and community development, and city attorney's office.

Urban Revitalization Applications Due Feb. 2, 2026

The City of Dubuque Housing and Community Development Department is reminding residents and property owners that the deadline for Urban Revitalization applications for property improvements completed in calendar year 2025 is approaching. All applications must be submitted by 5 p.m. on Feb. 2, 2026.

The City of Dubuque Urban Revitalization Program encourages the revitalization and improvement of properties within designated areas, promoting investment in residential and commercial properties and contributing to the overall enhancement of our community. This initiative provides eligible property owners with a 10-year property tax exemption on the increased valuation of the property, if the improvements made to the structure within the calendar year result in an increase of 10% or more to the property’s assessed value. Improvements to eligible commercial properties may receive a three-year property tax exemption on the increased valuation, if improvements made to the structure within the calendar year increase the property’s assessed value by 15%.

To take advantage of this benefit, interested individuals must submit their completed Urban Revitalization applications to the City of Dubuque Housing and Community Development Department by the deadline. Late submissions will not be considered.
